sistance could be given to "Aged

tion 7 was added which reads as fol-
lows: "Effective July 1, 1U41, provid-
ed that the State Agency shall, in
determining need, take into consid-
eration any other income and resour-
ces of an individual claiming old age
assistance." It also raised the amount
to be matched from $15.00 per mon'h
to $20.00, but our state constitution
limits it to Sla.OO and this must be
changed by a vote of the people be
fore the $20.00 limit can be applied

The general purpose of these provi
sioiifc of the federal law seems to
mean that the pension payments must
be based upon the individual need of
each pensioner if federal fund < are-
to l e expected to pay one-half of
such pensions, which must be relied
upon as the State could never expect
to nay them without federal aid th-
burden would make it prohibitive.
The State Legislature has no autl'
ority to change anv federal provision,
and the present state law will fikeh
have to be changed when the last,
federal law goes into effect July f.
