Texans Urged
To Support Sale
Of Christmas Seals
AUSTIN, Tex.—Stressing that
"no home is safe while there is a
single case of tuberculosis in the
State," Governor Allan T. Shivers
today issued a formal memorandum
urging all Texans to support the
1 JfiO Christmas Seal Sale, con-
ducted by the Texas Tuberculosis
Association and its affiliated
I county associations from Novem-
ber 20 to December 25.
"Tuberculosis is a communicable
disease and therefore a public
health problem which should be
the concern of every Texas resi-
dent," the Governor said in issu-
ing his official memorandum.
"The work of the tuberculosis
association* toward preventing
and controlling tuberculosis in
this State has helped to improve
the health standards of Texas.
"The tuberculosis associations
work tirelessly the year round to
free this State from tuberculosis.
Vet they make but one appeal a
year for funds to finance their
twelve-month program, aimed at
the protection of all of us against
this dread disease. I urge everyone
to buy and use as many Christ-
ma Seals a- he can .nd thereby
make an investment of health for
the coming year."
Following is the text of Gover-
nor Shiver's memorandum:
Tuberculosis kiils more young
adults between 15 and 35 than
any othei disease. Tuberculosis is
spread from person to person and i
therefore must be recognized as a
major public health problem.
No home in Texas i- safe while j
a s.n«U- ca e of this communicable
disease exist*.
The Christ mas Seal Sale is
the sole annual appeal of the
Texa- Tuberculosis Association
and it county affiliates for funds
to conduct their year-round pro-
gran^ of tuberculosis prevention
and control.

Preparedness require* petrol-
eum. A stepped up defense pro-
gram depends greatly upon stepped
up oil production. The forecast
demand for crude oil in ID"! is
appreciably higher than the <le-
niam] in 11'ftO. This means more
wells and more wells mean
more pipe.
At the present time, however,
a shortage and a gray market
i.. tubular goods seriously threat-
ens the ability of the oil opera-
tors to <1 ri 11 the wells and produce
the oil needed for our prepared-
ness program. This threat is most
serious to the independent oil
operators.
Keputabie oil men — desperate
for pipe to protect their leases —
are now having to pay $2.00 to
$3.00 per foot on the gray market
for casing, while the published
price is around $1.2") per foot.
This must be paid through all
sorts of sources and in various
types of deals.
Our investigators have found
in some cases the increased
is caused by profits to a

cost
great many unnecessary middle-
men, who serve no real function
in an efficient economy. Many
buyers have been asked to pro-
vide letters of credit to cover side
payments. Others find it neces-
sary to purchase drilling equip-
ment in a tie-in sale to get pipe.
Pipe is being produced and
somebody has it. Is anybody
stockpiling it? Is anyone hoard-
ing for better price or diverting
for better profit? The independ-
ents apparently cannot get it. The
Preparedness Subcommittee in-
tends to find out why.
