Tonight the 76-77 Student Association Senate will have
its first meeting of the year. This body, consisting of
elected representatives from each college, makes decisions
each Monday night of the academic year which affect
every student at some time during his Rice career.
Cries of protest often arise after the Senate makes a
decision on some matter. Rarely are these protests heard
before meetings; rarely are any constructive comments
whatsoever provided at any time.
Agendas for each Senate meeting are posted several ays
before each meeting in the colleges and SA office. An
agenda is also published in the Thresher the day of the
meeting.
If the Senators and college Presidents have no input
from their constituency how can they possibly make
logical, informed decisions concerning the issues at hand?
As a member of the Student Association of Rice
University it is not only your right, but your duty to aid
your representatives in the decision making process by
informing them of your views.
When the Senate makes an unpopular decision the
blame cannot be assumed to lie on that body alone; the
blame lies on the student body as a whole. cm

TexPIRG—
Houston S & L's offer diversity of savings plans
by Bev Allen
By now you have seen and
used the TexPIRG Guide to
Checking Accounts. And you
have used your new checks to
pay for books, stuff for fixing
up your room, more books, and
various multi-colored note-
books.
You have also had time to
realize that you should start
saving money for the many
months ahead. Thus we now
present the TexPIRG Guide to
Savings Accounts.
How To Use This Chart
Interest rates should be
expected to tell the whole story
about where to put your
money. But things are seldom
as they seem. Even the banks
themselves tell the savers that
the effective annual yield is
higher than the posted rate.
That's only possible, of course,
if you leave the interest
already earned on deposit in
the account so that interest
will be paid on interest.
There's even more to it than
that. The banks have
considerable discretion in
determining the way they will
pay interest. How often will
they calculate the interest on
the money deposited? That's
COMPOUNDING. How often
will they add the interest on
the money deposited? That's
CREDITING.
COMPOUNDING. When
the bank calculates interest,
adds it to principal, and then
calculates interest on the new
amount, that's called
compounding. The crucial
element is how often the
interest is compounded. For
example, look at the interest
on $1,000 at 5% annual

interest, when the interest is
compounded:
Continuously $51.27
Daily $51.27
Monthly $51.16
Quarterly $50.95
Semiannually $50.63
Annually $50.00
Obviously, daily and continu-
ous compounding are the most
attractive.
CREDITING. Texas Com-
merce Medical Bank is the
only one in our sample which
compounds and pays daily.
The rest of the banks which
compound daily pay quarterly.
If you left your money in any of
these banks for the full
quarter, you would get the
same interest. But if you
withdraw funds before the end
of a crediting period, you
would lose all interest.
