The following are programs that will proposedvto the LULACs; of
the State of Texas, for the progress our league.
I would like to point out that the program that I will present to the
State, is not a program that will be on a trial and error method,
basicailly this program has been very successful in my District. Trith
a few revisions this program should and will be very successful with
the cooperation and support of the rank and file of LULAC.
Six-Point Program
This program is a carefully planned system of activities that a Council
is urged to established and maintain for two purposes;
(.1). To provide a full schedule of activity in the fields of Welfare,
Civic, and Youth development, which, when participated in by all
Council members, will fulfill the awowed Aims and purposes of
our League.
(2). To provide a definite opportunity for each member to participate
in active work according to his particular personal interest.
(3). A similar program will be presented to all District Directors.
note; A resolution concerning the Six-Point was adopted at the 1965
Texas State Convention, in Lubbock, Texas.
Communications; will be used to the fullest, a well informed
organization means progress.
The size of each district, the number of councils in each district,
traveling distance, will be evaluated for a more closely knit and
effective organization.
THE ABOVE MENTIONED ITEM WILL HAVE A LOT OF BEARING ON THE PROGRESS
OF LULAC IN TEXA.S, AND THE LEAGUE AS A WHOLE.
Will visit each district in the State of Texas for the sole purpose
of getting acquainted with their problems, so that I may be better
able to more effectively serve that district.
Will endeavor to cooperate with all other State Directors, National
office and Officers.
Will give the Junior Lulacs my full support, because they are the
best public relations with the public, and they are the future lead-
ers of the league.
I will provide the following guides to councils and directors.
(1.) Council by-law.
(2). District by-laws.
(3), Progress report forms for council to submit to district office.
(4). Progress report forms for District Directors to submit to State
Office every quarter.
(5)• Duties of all council officers.
(6). Lulac Week agenda.
(0). Notices will be sent to council that are delinquent on their dues
Tour support and consideration for my candidacy for State Director
of Texas will be greatly appreciated. Looking^forward to seeing you
in El Paso and to answer any questions regarding my program. Thank
you.
