practice to Sept. 18, 1895
when D.D. Palmer first gave
a spinal adjustment to a deaf
patient. Palmer first thought
he had discovered a cure for
deafness but later came to
believe, as do modern fol-
lowers, that many other ills
could be alleviated as well.

But Sheriff Rosanna Abreo was back in front
of commissioners Monday outlining a list of
additional equipment and personnel she said will
boost the department.
Abreo asked for one more drug investigator
and an officer assigned to round up and transport
stray animals.
And she wants a whole set of pistols, rifles
and shotguns for the officers so each one will
have the same type of arms. Presently the officers
supply their own weapons they are "all different
types," she said. Among other related problems,
the variety of weaponry complicates the process
of buying and stocking ammunition, said the
sheriff. It may also pose a safety hazard for depu-
ties, she added.
Abreo asked for pistols and shotguns for each
of 62 officers plus 33 M4 carbines. The pistols
at $599 each would cost just over $37,000. The
same number of shotguns would cost more than
$25,000.
The bill for die rifles at $775 each would be
$25,575.
The sheriff also asked for $10,000 to install
video cameras in 20 patrol cars. The video equip-
ment itself would be donated by the San Marcos
Police Department, said Abreo.
One commissioner worried about the expense
of some items on the list. The cost of adding
another drug investigator and stray animal officer
may be "difficult to find" in the current spending
plan, said Pet. 2 Commissioner Clara Beckett.

dent scores on standardized
tests, programs to improve those
results, capital expenditures and
budget variances.
Eaton said there are addi-
tional means that he could pur-
sue for follow-up questions —
such as visiting district offices
or contacting board members
— but he feels the board meet-
ings are the best place to allow
more people to get questions
answered.
He acknowledged it would
be "unreasonable" for audience
questions to be allowed on every
subject that follows the Public
Forum meeting segment.
As for the district's web-
site, www.bastrop.isd.tenet.edu,
Eaton claimed several agenda
"action items" sometimes don't
get posted to the website before
meetings, whether they are late
additions to the agenda or not.
He said it shouldn't take much
effort to add these items to the
website prior to the meetings,
since they must be legally post-
ed.
Donald Williams, the dis-
trict's communication's officer,
said the public and the media
may obtain a redacted portion
of the Board Book the Friday
before a schedule board meet-
ing, in most instances.
At times, the packets will not
be available until Monday.
"We don't make extra copies
(beforehand)," Williams said.
"You must request them."
Documents which the district
may withhold from the public
under the Open Records law
— such as information on per-
sonnel matters — are part of the
redacted information provided
only to board, Williams said.
"I will have two packets,
one a 'sensitive' packet for
the board, the other a redact-
ed packet (for the public),"
Williams said.
Williams said board mem-
bers are hand- delivered a copy
to their home addresses.
The public must go to the
district's administrative offices
at 906 Farm St. to receive a
copy. The information will not
be available anywhere else.
The board also decided, on
the advice of legal counsel, not
to post the edited version of the
Board Book on the district's
website.
As for more audience partic-
ipation during board meetings,
board Vice-President Rene
Barrientos told the Advertiser,
"These are not town hall meet-
ings, we could be there all night
with (audience) questions."
He suggested audience
members could meet "one on
one" with a board member after
the meeting if they had ques-
tions after the Open Forum.

to three years, said Talbot.
Demand for service west
of the river is expected to
grow rapidly, said Talbot.
The city has promised ser-
vice to the Burleson Crossing
shopping center, where work
could begin later this year,
for instance. And developers
of Bastrop Village West are
eager to break ground, said
Talbot.
A November election is set
for creating a municipal util-
ity district for that develop-
ment at Texas 71 and FM 20.
"(Developer) Bill Walter is
chomping at the bit and ready
to get started," said Talbot.
The city manager said he
will ask the council to approve
a new water and wastewa-
ter capital improvement pro-
gram, which includes the new
