Why I'm against the bailout
By Rep. Rick Nor iga
DUR NATION IS FACING its worst financial ca-
lamity since the Great Depression. Wall Street's
greed and Washington's lack of oversight have
placed us in dire straits. Unemployment is ris-
ng and families throughout Texas are strained,
stressed, and seeking answers. Action is need-
ed to prevent our economic downturn from be-
coming an economic catastrophe. However, the
Wall Street bailout passed by Congress and
signed by the President, is not the answer. I am
opposed to this massive bailout for a very simple
reason— t places the concerns of Wall Street
over those of hardworking Texas families with-
out the oversight taxpayers deserve.
Though the version of the bill which
finally passed includes some important im-
provements over the versions proposed by
President Bush and rejected by the House of
Representatives, it is still insufficient. Several
days ago, I outlined what I would support n
any potential bailout—additional assistance
to homeowners to allow bankruptcy judges to
modify residential mortgages; real regulation
with teeth to make sure Wall Street lobbyists
don't kill efforts to fix the broken system that
allowed abusive and reckless loans and an
explosion of risky investments in the first place;
stricter limits on out-of-control executive pay;
and true accountability and aggressive criminal
prosecution of those responsible for this crisis
who broke the law. This bailout bill does not meet
these standards. And. n fact, it went so far as
to include corporate tax breaks on everything
from rum to wooden arrows.
This bailout is an undeserved reward to the
people who got us into this economic crisis in the
first place. Taxpayers are being asked to clean
up the Administration and Wall Street's mess,
and they have asked the taxpayers for a blank
check to do it. For a bailout of this magnitude to
be successful, there must be real accountable ity.
This bill does not meet that test. Frankly, I
am not of the belief that an unelected political
appointee, Treasury Secretary Paulson, should
be handed billions of dollars to use at his own
discretion.
While the bailout bill did not pass the test,
certain parts of this piece of legislation are
needed. The bill extends tax deductibility of the
sales tax, which I support. And, the bill would
ncentivize renewable energy credits, which
I have called for in my energy plan. However,
these positive elements should not be attached
to a bailout bill that has insufficient protections
for the taxpayers, lacks accountability, and
doesn't heal the systemic rot that led to this
crisis in the first place.
We need to fix the financial crisis and we
need to pass those worthy, though unrelated,
pieces of legislation that does not nclude a
host of corporate give away. Attaching good
provisions to a bad law may be business as usual
in Washington, but it isn't a good enough reason
to support such a failed proposal. Bailing out
Wall Street before taking care of hardworking
Texas families is the wrong priority.
It s the entrenched Washington estab-
lishment that took its eyes off the ball and let
our financial inst itu tions run amok. We couldn't
trust Washington politicians to make the right
decisions leading up to this crisis, so how can
we trust them to make the right decisions now?
We need a change, and I am running to be your
Senator from Texas because I plan to bring that
change to Washington and to always put Texas
families first.
EDITOR'S NOTE: Rick Noriega, who has
represented his Houston district n the Texas
House since 1999, is running for the US Senate.
