The Texas Water Rights Commission has adopted a rule con-
ceming sewer service lines and connections. Faulty construc-
, tion of household and commericial sewer taps and service
lines has caused an increase of infiltration and inflow of foreign
materials into water dist; ict sewer lines. The rule, adopted on
an emergency basis in July, gives water districts regulatory
power over the construction of service lines and connections .'.' "

nine rules concerning the development of aviation facilities
and proposes, as a replacement, what are believed to be more
comprehensive rules. The proposed rules set forth all of the
