During the first six months of
1951 the Lubbock office of the
Social Security administration
has received an average of 175
claims per months for old-age
and survivors insurance. This is
an increase of about four times
the figure for the same period
last year, according to John G.
Hutton, manager of the office.
Most of this increase, Hutton
explained, is due to changes
made last year in the law, which
drastically reduced the require-
ments for eligibility. Under the
new rules payments can be
made in many cases after as lit-
tle as six quarters—about a year
and one-half—in jobs covered by
law.
The new eligibility rule ap-
plies to two types of cases:
(1) Retired workers past the
age of 65.
(2) Survivors of workers who
have died since August 1950.
The required six quarters of
work -may have been done at
any time since the law went in-
to effect in 1937 and can be
from either steady work or scat-
tered jobs with several different
employers.
One effect of the changes, Hut-
ton pointed out, is that a large
number of workers, many well

now qualify for payments. The
majority have already filed ap-
plications, but Hutton is certain
that there are many in the Lub-
bock area who have not filed
claims and are losing payments.
"We can make back payments
for only six months," Hutton
said, "so that a claim filed now
will cover only the months from
January on. Any payments that
might have been due for 1950
are now lost. If a claim is delay-
ed until August, then January
will be lost, and so on; a month
lost for each month of delay.
For this reason, we urge anyone
who believes he may be eligible
for payments to get in touch
with us at once."
