It has boon decided by the next to the

Cobk did reTime and Mr. "Jenkins brought
his action. The case was tried before Sir
Robert Philliniore Dean of the Court of
Arches and Mr. Cook set up two lines of
defense. In the first he pleaded that tbe
laws of the church made it hi duty to ' re-
pel" from tbe holy communion persons
whom he believed to be ainjuaMifled and

Jiut lie lo pleaded in las de
fense that Li.ihop or no bishop he was
justified as regarding as "a depraver and
an evil liver" any one who denied the per-
sonality oi the devil and the eternity of
punishment- and that as no "evil liver and
depraver" could approich the boly table
he was not only authorized but compelled
to repel Mr. Jenkins. The Dean of Arches
Sustained this plea. . He declared that "the
absolute dental of the eternity of punish-
ment is at variance' w ith the plain teaching
of the Church of England expressed in her
formularies and especially in the communion
service and in the Athanasian creed" and
that we cannot reject the doctrine of the
personality of the devil "unless we impute
error and deceit to the writers of the New
Testament." This decision baa caused
much uncomfortable excitement among the
laxcr members of the Church in England
and the Timm expresses the hoic that the
judicial committe may "iud it within their
province" to declare that there is no devil
and no hell or that at' least no one need be-
lieve that either of these' uncomfortable
things exist.. The Tiia commenting on
the decision says: .
"The Dean ol Arches with that archaeo-
logical and theological proclivity which has
recently elicited Mr. Gladstone's admira-
tion goes on to pronounce that 'the abso
lute denial of the eternity of punishment is
at variance with the plain teaching of the
Church of England expressed in her for-
mularies and especially in tbe communion
service and the Athanasian creed.' . Similar-
ly he tkes occasion to maintain that we
must receive ti.e doctrine of tbe personality
of the devil 'unless we impute error and
deceit to the New Testament' . There are
a good many inferences involved in this
proposition which do not ecm quite rele-
vant to the simpler question whether an
acceptance of the doctrine is a necessary
legal qualification for lay communion jn the
Church of England. But at all events the
Dean of Arches has seized this opportunity
to declare that the denial of the eternity of
punishment or of the personality of the
evil one is sufficient to justify a clerarvman
iu refusing the holy communion to a parish-
ioner. As we stated at the outset this is a
somewhat startling conclusion. Doubtless
it would be absurd if no disbelief were held
to disqualify a man from communion with a
church which is founded upon a distinct
confession of faith. But it will not have
been forgotten that in a recent menrorable
trial the judicial committee refused to con-
demn a clergyman for opinions wbicb were
generally considered tantamount to a denial
of the eternity of punishmeut. It would be
very strange if a stricter staudard of ortho-
doxy were established for laymen than for
clergymen. It is moreover not merely the
obligation to believe this particular doc
trine out tnc general extension of their
obligations thus foreshadowed which is
calculated to uL.rm the laity. For the take
of the peacjj 'of tiie church it is to be hoped
u .t. . :.. i:.: i n .

this occasion within their province to" dis-
tinguish from the law of the Church of
England the excursions with the dean and
arches appears so siugularly qualified to
make into the regions of abstract theologi-
cal dogma."

You have no doubt published an ac-
count of the damage front the floods in In-
diana Ohio and Illinois. I assure you that
it is horrible to look at the devastation.
Three weeks since when I passed over the
same route the crops looked splendid ; the
promise of an abundant harvest was every-
where evident but ull this is vanished..
Miles of eorn and other cereals have been
swept away by the rise and overflow of
White River and its tributary creeks and
when you reach the Wabash foralonzdis-
tance as far ns the eye can reach the corn
has entirely disapjieared perhaps here and
there a few tops are to lie seen to indicate
to the passer-by that the land was once in
cultivatiou while the air is oppressively
loaded With the stench of the decaying veg-
etation. It is true that the waters are slow-
ly retiring but there will be scarcely a ves
tige of feuce left- aud no chai.ee of being
able to use this large body of land for a year
or two. It is currently estimated that at
least 2000000 bushels of the grain crop in
these two valleys have been destroyed'
while travelers report a still greater de-
struction of property in the Sceota Valley
in Ohio. -
I observe that a great many papers. North
South aud West are commenting very Se
verely on the 'lexas State Penitentiary not.
only the report of the commissioners but on
some report made to the War Department

pleasant while speaking of Texas to have
a fellow in the cars inquiring' of you if "they

It is hard to say whether the reports are
true or not or if true how much of it is to
be attributed to criminal negligence of the
lessees in not removing what was beiug
done by the subordinates. Of course on
don't expect convicts to be managed as you
would a dock of lambs but State cruelty is
