BE IT ORDAINED BY THE CITY |
COMMISSION OF THE CITY OF |
SWEETWATER, TEXAS, THAT after ,
the effective date of this ordinance. It
shall be unlawful for any person to al I
low any dog to run at large within the
corporate limits of said city: provided,
that the term "run at large" shall
be construed to mean the permit-
ting of such animal to go off the prem-
ises of its owner without being securely
restrained by a leash.
BE IT FURTHER ORDAINED THAT I
after the effective date hereof, the City
Pound Master, or any police officer of
the City of Sweetwater, shall seize any
such animal found running at large In
violation of this ordinance and impound
It in such place as shall be provided by
the City Commission of this city. It
shall be the duty of the Pound Master
to immediately notify the owner of the
animal of Its detention if the name or
address of sufch owner can "be ascer-
tained from information on the dog'?
collar or harness. It is specifically pro-
vided that the Pound Master shall make
every reasonable effort to advise the
owner of all impounded animals as soon
after the capture of their dog as is
practical. The animal shall be kept there j
for a period of not less than ten days
from the date of Its capture. During !
such ten-day period, the owner of the j
animal may recover it by paying to the .
City of Sweetwater the actual cost of !
Impounding the dog and such fine as ,
may be imposed by the City Municipal j
Courts for violation of this ordinance.
Provided, however, that no animal lm- !
pounded under this, ordinance shall be j
released to the owner or any other j
person unless satisfactory proof is of- |
fered that such animal has been vacci-
nated against rabies within the preced- |
ing twelve months. If such proof cannot
be produced, then the animal may b • <
released only upon the accompllshm"nt j
of such vaccination at the expense of
the owner of the person to whom the <
animal is released. If, at the end of such
ten day period, the dog has not been re-
claimed by its owner, it shall be destroy-
ed by the City or sold at summary sale
for an amount equal to the actual cost j
I of impounding the animal.
BE IT FURTHER ORDAINED that the |
discovery of a dog running at large by
the Pound Master or a member ot the j
Citv Police Department shall be prima !
facie evidence of the intent of the own- !
er to allow or permit such animal to j
run at large.
BE IT FURTHER ORDAINED that
whenever the Police Department shall i
receive information that a dog has bit- j
ten any person within the corporate lim-
its of this city it shall be their duty to
capture the animal and impound him
for a period of ten days from the date j
of such attack. The animal shall be oh- [
served during the period by a Veteri- j
nary Doctor for symptoms of rabies. If j
at the end of such period of time such i
veterinarian certifies to the Chief of !
Police that the animal does not show
symptoms of rabies, then the annimal !
shall be returned to its owner upon the
payment of an amount equal to the
actual expense of Impounding the dog
for the observation period. If such ex- ;
pense is not paid, then the animal shall (
be destroyed. !
BE IT FURTHER ORDAINED that th;
violation of any provision of this ordi-
nance shall be deemed a misdemeanor
and anv person guilty of such viola-
tion shall be fined not to exceed One (
Hundred Dollars.

Soldier Crushes
Tot To Death, Faces
Charge Of Murder
FORT WORTH, Oct. 13—UP—A
21-year-old Pennsylvania soldier
faced a murder charge Wednes-
day after an autopsy showed his
seven-week-old son was crushed to
death.
Police said the soldier admitted
squeezing the baby Monday night j
because he was crying and i
wouldn't drink all of his milk.
An autopsy, ordered by suspic-
ious doctors, showed the child's
ribs were broken on both sides and
one lung was punctured.
Deputy sheriffs said the soldier,
from Aliquippa, Penn.. told them
Tuesday night he had had a con-
tinual and growing animosity
against his son, who was born
Aug. 22.
He told officers the child's cry-
ing irritated him Monday night
and he squeezed the baby until it
went limp. He said he went out on
his porch and talked with his wife
for an hour, then came back in the
house to find the child "limp and
blue."
He tried to give the baby artific-
ial respiration and when that
didn't revive him. the soldier went
to a neighbor's house and the
baby was taken to the hospital at
Carswell Air Force Base. The sol-
dier was stationed with an Army
ordnance unit at Carswell.
He said he had squeezed the
baby, until he went limp, on at
least 10 occasions during the last
month.
His wife, also from Aliquippa,
was questioned and released last
night. Officers said they were mar-
ried last May 1.

Receives Top Award
DALLAS, Oct. 13—UP—Mag-
zine executive Maurice T. Moore
Tuesday night received the third
annual "Texan of Distinction''
award from thp State Fair of
Texas.
Moore, chairman of the board of
Time, Inc., is a native of Deport,
Tex., in Lamar and Red River
counties. The award is made an-
nually during the fair to a native
Texan, who spent at least 15 years
in the state and has achieved
national distinction.
"I have no doubt at all as to what
the response of Texans will be to
the challenge of these times,"
Moore said in his acceptance
speech, "as always, whenever the
chips are down, Texans will be in
there fighting and no nation can
ask for more."
Moore was presented with a
Steuben glass vase, engraved with
Texas themes.
L. L. (Tex.' Colbert, president of
Chrysler Corp., received the award
in 1953 and Eugene Holman, presi
dent of Standard Oil of New Jer-
sey the 1952 award.
