Law Enforcement
Agencies Announce
Jen-Poinl Program
AUSTIN (Spl.)—Three statewide^
law enforcement organizations met
in Austin Saturday and announced
a ten-point program to enlist the
aid of more Texas citizens in sup-
port of good law enforcement.
The Attorney General's Citizens
Committee on Law Enforcement,
the Texas Law Enforcement Foun-
dation and the State Lew Enforce-
ment Advisory Council conferred
Jtour hours before announcing the
•ew program.
Included are proposals "to fo-
cus public attention on the great
cost of crime in wasted lives, vio-
lent deaths and property damage;
to establish a new four year col-
lege course on criminology; and to
sponsor a "Crimemobile' complete
with the latest scientific crime-
fighting devices, lie-detector, bal-
listics equipment and fingerprint
exhibits."
The Crimemobile will be avail-
able to all schools and scout or-
ganizations.
Foundation chairman Park Street
announced the new program. Other
Foundation members include Vice
Chairman J. M. West of Houston, J.
B. Love of Llano. Ray Willoughby
of San Angelo, Dr. Merton Minter
of San Antonio and Billy Bob Crim
of Kilgore.
Colonel Homer Garrison, direc-
tor of the Department of Public
Safety, is Chairman of thn Advis-
ory Council which met with Foun-
dation directors Saturday, its mem-
bers include the 15 presidents of
State Peace Officer Associations.
Also present for the meeting was
Attorney General John Ben Shep-
perd whose Citizens Committee on
Law Enforcement suggested the
original formation of the Founda-
tion.
Other objectives of the Founda-
tion include:
Publicatio nof a monthly bulletin
jfor law enforcement officials and
interested citizens on crime pre-
vention and control, penology and
court decisions.
Assistance to existing statewide
peace officer and prosecutor train-
ing schools and the sponsoring of
new local schools in cooperation
with county and district attorneys.

next move in the case of the tour-
ing tractormen of Rostov is up to I
(he Kremlin.
Three officials of ihe big tractor
plant at Rostov asked for U. S.
visas to see America's farm ma-
chinery and how it is made. The
U. S. Embassy here said early j
jjthis week the visas were under
"active consideration" in Wash-
ington.
The elated Rostovers took off for
London, where they expected to
pick up Ihe visas and sail for the
United States. But somebody did
not read the fine print.
The U. S. Embassy disclosed
today that America was amenable
to the visit provided the Soviet
Union lets a similar delegation
from the United States peek at how
the Soviet Union produces tractors
"'and farm machinery.
The disappointed tractormen re-
turned to Moscow and now are
waiting to see what the Kremlin
has to say about a U. S. delegation.
Federal Deficit
Shows Decrease
WASHINGTON (/Pi—'The federal
(-.deficit during July-September was
nearly a billion dollars less than
in the corresponding quarter last
year.
This, Treasury Department fig-
ures showed today, was because
of increased tax collections that
more than made up for spending
totals also higher than those in the
first quarter of the 1955 fiscal
year.
The monthly Treasury budget
statement for September turned up
yi $3,950,000,000 deficit in the first
"fhree months of fiscal 1956. This
compared with a 84,888,000,000 def-
icit a year earlier.
Net receipts totaled $12,997,000,-
000 an increase of $1,307,000,000
over last year's eorrrsponding fig-
ure, and spending came to $16,-
947,000,000, 369 millions more.
