The old method of building a railroad was for
the subscribers t i tuke cither bunds or slocks
and pay for them a full rice sav '.HJ lo 100 and
then the ouUlaiiiUutr lialllitics represented
pretty nearly the capital invested and the bonds
and stocks became valuable nccordltu: to tho
capacity of the mad to earn intercjt or dividends.
Hut that method is snold now that it savors nl
the middle ages and Hub has been done on
this baais since the war. Then came the plan
by which the projectors Issued and sold enough
bonds per mile to build the Mail and issued a
llko an omit of stock distributing the latter
among themselves This was I he general plan
In voguo prior to the panic of 1H7;I but so heav-
ily wero the roads loaded down with Interest
charges on their biiilssold at prices which made
incitt pay ai.oiil per ecu I. per auuuin that
few companies were ublo to survive
when the hard times came. Our readets may
recall those tihast v lists of "railroads In de
fault" which II led columns lu the newspapers.

oudly for tho distribution of the stock and bonds
for the bcuetlt of its suhKurltiers' and whether
or not it did the tlrst part well. It has succeeded
aiiniirauiy 111 mo second. Tho distribution 01
stock and Income bonds (sometimes in very largo
amounts) to the subscribers for Hist lmirluKc
bonds in "blocks" has been the popular method
of late years and as between this and tho 170-
72 Plan of keeping all tho stock for the
projectors we cannot seo why tho latter
is not tho best. One of .tha natural
consequences of tho issuo of these large
blocks of bonds and stocks to subscribers is
sometimes seen in the decline of tha bonds to
very low prices before the railroads are com
pleted. The subscribers wishing to realize 011
something and not finding a ready market lor
the stock are apt lo sell their boudi at any price

Those who bavo devoted some allentlon to tho
subject have noticed that every new inovelu the
common metal for structural and other purposes
is toward the adoption of steel in pla'ie of lion.
There are but few Places where welding is re-
quired as almost all articles or parts of articles
are now cast or cut to shape and sle and so-
cured by bolts. This enables the adoption of
lighter appliances and still gives increased
strength and greater durability. Tho largest
Item in tills direction was the. uso of steel rails In
place of Iron. This year the lrou rail exports
tins fallen oil lo .'l"9.Vi tons and 7 per cent ol tho
whole; while tho steel rail exports Increased
from :.t;.Kfi tous to fklf.017. Tho l ulled Mates
has until now been the chief Importer of llrltish
Iron rails; but within the last few months we
have ceased taking them almost entirely. All
countries other than the Cnited Btntea have
taken but IK.lltl bins during the tlrst eight
mouths of this year which Is but 4.tfi percent
of their total takings.
The naniitoiiie counters w men Brc now ueing

tracting considerable attention. The tasty intc-
rior together with tho handsome slant placed
on the flout and sides of the building causes
