I Governer Neff has' vetoed the bill
Whicb provided for an appropriation
vt $2000000 a year to uii the rural
schools. This was . the best rural
aid bill the legislature. has ever pass-
ed. The Governr ha pormlsed to
submit this bill. agaJn at the special
session If other sources of revenue
ctn be found besides the tax on prop-
erty. The purpose of. this letter Is
to inform you as to this matter and
to ascertain your wishes. It your
schools can continue to prosper with-
out special state aid Mere Is no need
of my making a struggle to get the
..the bill passed a second time. If
they really need this help I desire
to know this and to carry out your
wishes please write me your opinion.
The following may be said to the Jus-
tice of some of the taxes proposed:
In Texas property bears nearly the
whole burden of taxation. Many
prosperous people pay nothing for the
support of the state government.
This Is not so In many other states.
Natural resources such as oil coal
sulphur pay very little revenue to
our state. These belong in a way
to the whole people. Much ot this
wealth pours out to enrich others
states and we chould place on It suf-
ficient tax to retain at least a 6mall
portion to educate Texas children.
A tax on amusements such as the-
at I'lcal attraction7"pcture snows' and"
base-ball games is Just. People are
able to enjoy these through prosper-
ity of thft .city.''rhe country helps
to buld' the city and the city should
help to build up the country. Country
people 'as well as city people are
patrons of Jhese attractions and their
money helps to keep them up and to
support city amusements. The best
wiiy. to build np the country is to
provide good schools. ;
Th foliowliig are some "of the re-
sults suspested to me if rural aid Is
discontinued:
1. Many whools will fall back to
a three or four months term. We
have just now reached the six
month!' term required by th
constitution.
2. Probubly one-third of the rural
schools will close their doors bv-ause
f-aohers can no longer be secured for
a thr-er four months term.
4. The work of building up a strong
rorps of rural teachers will be dis-
continued. The rural aid laws offer
special inducements to rural teachers
id improve themselves and rema'n in
ciiuntry schools.
fir It cuts off the rural schools from
tbe state. Thre will be no rural
supervisors to visit them and help
them in rural work.
It deprives most of our conutry
children 'of a chance of higher educa
tion. The short-term schools and
second-hand teachers cannot prepare
them for high school and college.
7. It cut off the special Inducement
to vote local taxes.
8 Country children produce a rair
proportion of the wealth of Texas
by their labor on farms; it will depri-
ve some of them of even the proper
rdvantages of a thort term of school
because they will be able to secure
only inefficient and immature teach-
ers for short terms it any at all.
9. Rural teachers will cease to try to
raise-the grade of their certificates
because no enducement for Improve-
ment will be offered.
When big business has before tbe
legislature bills In which it is inter--sUd
it keps committees in Austin
constantly at work. The country
people frequently cannot do that
because they are not so well
organized.
The Government and the Legisla-
ture like myself desire to carry out
thf wUh- of the people. If you
fonviiic thorn that the country peo-
ple of the rtate need and At--:. tnis
special aid for their Schools they
win grant it. If you do nothing
kbout the matter they will conclude
that you are indifferent in retard to

ought to kill a rat like we would a
rattle snake. He is nearly a dan-
