An Important (jumtion.
To have licensed saloons or not
to have them. That Is the question.
It is not shall men be allowed to
drink liquor, but shall we encourage
the use by establishing a convenient
place for them to get it. Men order
liquor when they wish It and if done
legally no one molests them. If they
get publicly drunk they are liable
to have a line to pay. If they take
it home and drink It without Injury
to others no one disturbs them. Is
uot this liberty enough for any rea-
sonable man?
The sule of intoxicating liquor
as a beverage is either good for
our citizens or it Is un evil. If good
every good citizen should favor it,
if bad every good citizen should op-
pose its sale.
That the open saloon Is an evil
has, so far as I have seen, never
been denied. The right to run one
Is not a right of mere good citizen-
ship but Is a special right purchased
from the government. The mer-
chant decides to opeu business and
rent or buy a house and place In it
a stock of merchandise and sell with
out asking the state. The law rec-
ognizes the saloon as a necessary
evil and Uscense It and places it un-
der bond and lays restrictions
around the sale of the liquor?. One
evil of the saloon business is sellllng
by the drink. Hundreds of men will
buy a drink when placed before
them that would not order a gallon.
It Is rare to find a man who orders
whiskey who did not learn to use it
from the open saloon. People have
little idea of the amount of liquors
sold by the saloon because It Is be-
ing done all the time. They stock
up with barrels at one time and load
after load of kegs. Many of the
men that now order bought it by the
Jug from the saloon. If the matter
could be determined I think we
would find that about as much was
sold by the quart and gallon when
we had 14 saloons in McKlnney as
is now ordered and four or live times
as much drank by the glass as was
sold In jugs and bottles. When one
sees a few dozen packages come In
on the express wagon he says just
look at the liquor being ordered un-
der prohibition. Many men who fa-
vor local option and vote for It order
and use liquor, for when they have it
in their possession they can control
its use, a thing they cannot do with
the open saloon. We are told that
under the new laws regulating the
sale that we are to have a very dif-
ferent saloon from the old kind. I
overheard an "antl' say while John
Carney was speaking that, prohibi-
tion had done good In forcing the sa-
loon to become free from gambling
etc. Now a saloon is a saloon and
when we have one free from vices it
will be one that does not sell intoxi-
cating liquors at all. For men to
come before the voters of Collin
county and claim that it will be bet-
ter for our people morally and finan-
cially to have the new saloon than
to have prohibition is to say the least
.funny. Who ever heard of a moral
saloon? Is the new kind to hole?
prayer meetings in the back room
where the gaming used to be? I
should love to see the pen picture of
a saloon that sold Intoxicants to the
upbuilding of the morals of our peo-
ple. As I see it one saloon may be
bad and another worse but none bet-
ter, only when compared with one
another. Many vote for local option
in self defense because they have not
will power to resist an open saloon.
Help such men. R. C. HORN.
