attempt wits made to frame a Constitution
to this cud nnd it was only through the
strenuous exertions of Gov Hamilton and
a few other decent nnd more liberal mem-
bers that the attempt failed mi l a Consti-
tution bad cnongh but. one which the peo-
ple wore willing to tnke under tho circum-
stances wns laid before them. An elec-
tion for Slnle officers nnd n legislature was
held nt the same timo that Iho Constitu-
tion was adopted and under the samo re-
stricted registration anil through the deplo-
rable remissness of many j-egistrrcl voters
in not going to the polls a JUdical Gover-
nor nnd a small Itndhiil majority of the
Legislature wns secured. This could not
have been done without I lie aid of the mil.
ilary and there is good reason for believ-
ing that A. J. Hamilton a moderate repub-
lican actually received a niitjorily of the
votes cast for Governor. The manner in
which Ibis election wns conducted the pre-
vention of some con olios voting and Iho ex-
clusion of the votes of others must always
rest as a foul blot on the otherwise amiable
ehnracicr of Gen. Reynolds.
When the Legislature met the majority
of cnrpcl-baggera ecnlawaga nnd negroes
wns made larger by the unauthorized and
arbitrary exclusion of democratic and con-
servative members fairly elected and the
siibs'itution of minority candidates in their
places so that no clog to their contempla-
ted wicked designa might exist. Then com-
menced a series uf acts of which there is
no parallel in the history of any civilised
community. All thnt Ike extreme radicals
bad failed lo do in the Conslitntion which
Lad been forced ipon the people of Texai
they now assayed to accomplish by to-
called lrgislationjin violation of and in tin
very teeth of lhai instrument which all of
them had eworn lo support. Aa enabling
act was passed concentrating all power in
the radical Governor. While the Conslitn-
tion contemplated the election of Disl. At
torneys hy the people and of all municipal
of-icrrs by the qualified voters of each mu-

ernor tl. appointment of all 1hfee officials
thus taking away the right of eelf-govcra-ment

inconsistent nnd both can bo carried
