We visited our ulster village last Friday
not having boon there since the dedication of
the Seminary 1 0 tober. We fouad many
signs of improvement W. D. Keith cf Sun
Marcos has a large two story building about
completed iiiteiulod for a hardware store
aud rec'-ptm le of agricultural implements
etc. The npjwr story is used by t!io Mrnonio
Lodge which foriuely met at Mountain City.
Mr. Hwinson of Austin Ijvh anothor two
story frame on the public squaro nearly
finished for a watch and jewelry store.
Capt Kyle is now occupying his new resi-
dence on the other side of the railroad. And
there are several other new private retdden-
con. Mr. D. A. Young is alout rebuilding
his store house. It is to be of stono a
commendable change.
Mr. E. Sunderland son-in-law of Mr.
Bacon with Mr. Bacon's family is now in
charge of the railroad hotel formerly occu-
pied by Mr. Houston. Four pas. eager trains
aud several freight trains now feed their em-
ployes and passengers at this house daily so
the business must )e profitable and the
supply of feeding material creates a con-
siderable " home market" in the village.
We found Mr. Cashell of the Nutshell
snugly ensconced in the second story of a
new carpenter shop. He has a comforuvblo
room and an improved office.
We found our worthy young friend Mr.
J. W. Maulove in the drug business with
Dr. Reagan.
We desired to call on Prof. Storts and ono
of his assistants but had not time. We
hear that the Seminary is doing well having
about 100 pupils.
Sjnopsis of The Message.
The governor in his message recommends
that the materials of the old capitol be Bold
and that a building be purchased for the
use of tho State govennment and the trans
action will be cheaper than routing a build-
ing for five or six years. Increased com-
pensation is asked for the architect of the
nAW capitol and for the capitol commis-
sioners on the ground .that their servhet
are worth it and in the case of the architect
there is an understanding that the governor
aha'! ask for the increase. Reference is
mado to the need of more accommodation in
tho Lunatic Asylum aud security against
fire. Tho experiment of penitentiary con
vict labor is recommended. The message
wfers to State officers' reports for further
elucidations and a supplementary commu-
nication is intimated. A recommendation
is mado that two million more acres of
laud be set aside for tho university. In or
der to make university funds aud county
school laud proceeds available for immedi
ate use an not the interest merely the
message recommends a constitutional amend
ment to beT'submitted to the people. A
great university is set forth rb a great ob
ject for Textvs that the iispt'ring youths of
the state may be able to com. lets their eu-
: ucation iu the State. The Agricultural mid
Mechanical College is looked to as of great
value in tho n:v conditions of the State
when more nrt'sans and skilled woikers
must be lmd either of nntive or foreign
origin. The nativeyotith will acquire tech-
nical education. The colored youths will be
inadequately provided for unless the Prairie
View Institute is main tain ed or a similar
provision is made for them. Tha difference
of opinion with the comptroller and the
points requiring action are submitted to the
legislature. Railroads require regulations
as individuals cannot tope with corporations.
The State constitution provides great pow-
ers which may be regarded as a reserve for
an extreme emergency. Gradual reduction
of maximum rates is recommended. The
time has come when a reduction of tnxeR
may bo contemplated both ad valorem and
