London Jan. 91. Parliament reas
sembled today. The House of Com
mons proceeded to the House of Lords
to hear the reading of the queen's
speech which was read by the Lord
Chancellor a svnopsis of which is as
follows:
The rebellion in Matabeleland and
Mashonaland has been repressed by the
steadfastness and courage of settlers
reinforced by my troops and volunteers.
The depressed condition of the sugar
industry in the West Indian colonies
has seriously affected their prosperity
I have appointed a commission to in
vestigate causes and if possible sug'
gest means of ameleriation. It is with
much regret and with feelings of deep
est sympathy that I have heard that
owing to failure of autumn rains there
has been a scarcity and famine that aff
ected a large part of India that my
government in that country is making
every effort to mitigate the suffering
and lessen the calamity by the devel
opment of railways and irrigation
works."
Her Majesty refers to the plague in
Bombay and various questions in the
east and commends the Venezuela ar
bitration. Speaking of this country
she says:
'It is with much gratification that I
have concluded a treaty for general ar
bitration with the president of the
United States by which I trust that all
differences which may hereafter arise
between us will be peacefully adjusted.
hope this arrangement may have fur
ther value in commending to other
powers the consideration of principles
by which danger of war maybe notably
bated."
The queen concludes by suggesting
many matters for international im-
provement in her kingdom.
TEXAS AND PACIFIC WRECK.
Engineer Killed ani Three Others In
jured by Train Wreckers.
The Dallas News special of Sunday
says:
News reached Texarkana today of a
serious accident on the Texas and Pa-
cific railroad at Forrest fifteen miles
west of Texarkana at 10:35 last night.
As No. 3 passenger train for El Paso
was nearing the station it struct an
iron rail that had been placed across
the track. The engine was turned over
ad fell down a slight embankment.
The tank was lodged across the track
while the express car and smoker were
leaned over almost to a turning point.
Engineer M. L. Clemmons in his ef
fort to escape jumped from the engine
the moment he felt the obstruction but
he landed tco near the track and be.
fore he could regain himself sufficiently
from the jar to crawl away the falling
engine caught him mashing off his legs
above the knee. He was takento the
Marshal hospital where he died at 7:45
this morning.
The fireman whose name is given as
Moore received a broken shoulder and
is otherwise badly bruised.
The express messenger Barney
Wilson was consideraby 6haken up
but it is certain that he was not
hurt.
Wm. Ratcliff the mail agent was
slightly injured.
The passengers were all in the
rear cars and suffer no injury what-
ver.
The express and smoking cars were
greatly damaged and the tender of the
engine crushed in.
Engineer ClemmoDs was a cripple
nd to this was no doubt due Lis slow
movement in escaping. He was an old
employe of the Texas & Pacific rail
road and a member of the Brotherhood
of Locomotive Engineers. Considerable
confusion existed at the scene of the
isaster and it was several hours be
fore the track could be sufficiently
cleared to enable the proper restoration
of traffic.
'One hundred and fifty school
teachers wanted" has long been a

not explain the dearth of applicants.

The School Election.
For the amount of talk that has
been indulged in the last few days the
balloting today on the school election
does not seem to have amounted to any
great amount of beans that is beans
as viewed not from a Mexican but
rather from a Boston stand point.
But it is pleasant to note that there
were no unseemly disorders at the
polls there was no challenging to
speak of no election fights no election
drunks no noticeable herding the
Mexican man and brother at the polls
from ward 5 at four bits per
head. The judges had plenty
of time to converse on the various
topics of the day with citizens
wh stood around first on one leg and
then on the other as they shifted sun
dry small bales of plug or cavendish
fine cut from one cheek to the other
and talked on the weather the Seely
dinner the mud and other exilarating
if not actually exciting topics.
1 he election was a goou deal on the
Quaker order. There were but two
tickets and you took one or the other
or you took neither and scratched
just as your cheerful fancies suited you.
On one ticket was Dr. Race E. C. Pew
and W. P. Martin; on the other W. S.
McCutcheon R. B. Bias and W. B.
Brack. There was considerable scratch
ing Li. Li. Uias appcariDg to be a
favorite.
At 1:.'10 p. ra. there had been 86 bal
lots deposited in ward one. 133 in ward
two bb in ward three and 0i in ward 4.
As to who was ahead the judges pre
served a discreet silence and there
were no persons hanging around the
polls by the hour for use as repertoires
of highly important information on this
point. Park Pitman said this morning
that he would not have known there
was to be an election had not the judges
called at his office for the ballot boxes.
There are charges that that while
Mexicans were not herded to the polls
in ward two a goodly number of Mexi
can voters were rushed in to vote by
Charlie Patterson and Joe Escajeda.
