Disfranchising the Blacks
Virginia ia to call a constitutional
convention to provide a diafranonlse-
rant of the nejroea. The reports eay
that at the election the blacks voted
la Immense numbers for the oall.
Towne's Share.
Towne would be Fattened with a cab-
inet office under Bryan if tbe Kansas
(Sty convention ptoks out somebody
else for vice-president. By tbe time
Bryan pa'.d all hia debt to populists
and silver republicans the democratic
piokirgs would be small. St. Louis

OMo Prohibitionists
Tit Ohio prohlbltioai6ta in conven-
tion at Oolnmbus had rather interest-
lag akoosslon over words propriety
and measures. Rev. J. Challdy of
Zanesvllle presided. After a bitter
discaaalon tbe convention carried the
sneaenre eliminating the expression
that the party would wage war apainst
the liquor traffic ' in the name of Jesus
Cfarift." The ministers of the gospel
made protest against the words. An
other plank defining office holders in
Cobaandthe Philippines as "boodlers"
bad a!s- to be stricken out as the word
was offensive to the majority. Tbe
woman suffrage plank was accepted. j
State Constitutions In the South.
A majority of the southern states
adopted constitutions under -the terms
Of which oivil administration was re-
established between the years 1867 and
1870 bat unlike what has come to be
the ouatom in most northern states

Mr Hogg Of Texas
So far as political influence in hia
own Etato la concerned the Hon
James Stephen Hogg of Texas seems
to be what John W Forney called
"a dead duck." Mr. Hogg 19 a gigan-
tic and vigorous fellow with many In-
genious Ideas about dress reform For
some yearn and especially when he
was governor he b-eatbed fire aac
slaughter agala-t oapital and corpora-
tions. In tae last few years he hai
made a fat living as an attorney -for
corporations. Now while hia last
state is much more sensible than hia
first the l'exaa democrats fled him a
little too elastic and too much given to
somersaults. Yet he has ooly followed
the ordinary road. A demagogue of
any ability who leaves or ia thrown
out of politics sets to work at once to
amass some of tbe wealtn ne Das Deen
staking faces at. New York Suf.
Populists At Kansas City.
Populist leaders are establishing
themselves at Kansas Jiiy out tney
onlv soeak warily of what they will do
there and do not disclose any particular
attltada for or against Towne. That
they expect a finger in the pie and
nothing lees is shown by tbe following
statement from Breidenthal a member
of the executive committee of the peo-
ple's party :
"The people's party oommlttee will
ba here during the democratic natio-
nal convention and is profoundly in-
terested In tbe action of that conven-
tion. Th;re are a lot of democrats in
the south and eat who would resent
any interference on our part with the
deliberations of that convention. They
do not look at things exactly aa west-
ern democrats do and for that reason
we will not tke the Initiative. But if
the democrats want to confer with us
we will be Here.

The Funniest Thing Yet.
The funniest thing which has yet ap
peared In the Kansas campaign is the
platform adopted by tbe populist con
ventlou at Lawrence. The patriots and
statesmen who constructed this work
of mva'.erv mav have known what they
wanted to say but it will puzzle those
les gifted. Aside from the plank
which declares that the liberties of the
American people are "dangerously
menaced" by Eagland. "our subtle
foe" the entire platform reads as fol
lows:
"ReoIved That the action of tbe
republican party in its reoent opposi
tion to tbe plain requirements or tbe
constitution and in its subtle ana aia
bolloal movements in tbe interest oi a
moneyed oligarchy emphasizes anew
tbe n oeasity or a continuation oi tne

Dewey Democracy Plans.
Democratic oDDonenta of Brvanlem
in the party or the domination of Mr.
Krtin nersonalltv. nave beet auletlv In
wa-bintrton ana tnroupnout tne ooun-
try for the purpose of getting Bryan
out of the way before the national
democratic oonvention meets in Kan
sas City July 4. The fact hat eome to
the surface that certain old-line
Democrats have been at their task for
months past and that their plana eon-
template nothing short of the nomina-
tion by that convention of Admiral
George Dawey.
It develops that the plan as con-
cooted was nearly upset by the puMio
and unreserved announcement by tbe
admiral of his oandldaoy. In spite of
the embarrassment caused by this aot
tbe work was not abandoned. What-
ever has baen done has not been under
tbe guise of hostility to Col. Bryan.
On the contrary the democrats hav
ing the matter in charge have en-
deavored to make him a party to It. A
careful oanvasa baa been made of every
state in the union and the result mad a
known to Col. Bryan. These results
show that be has no more chance of
election in the oomlnsr contest at the
polls than he had in 1896. On the con-
trary the canvasa establishes the fact
that the free silver fallacy will divide
the party even worse than it has in tbe
past and that the democratic hosts if
led by Brvan will meet even worse
defeat than they met four years a?o.
It Is said these things have been pre-
sented to Bryan in detail and with
such accompanying statements aa will
it is hoped convince him of their ac
curacy. The men having the scheme
in hand suggest that he withdraw his
name or consent to its withdrawal and
throw hia following to tbe admiral.
In the attempt to get Col. Bryan to
agree to thla program It has been re
presented to blm bo the story goes
that he could have the plaoe of seo
retary of state In Dewey's cabinet
and in that position he would have
ample opportunity to develop his poli-
cies. It la not expected that Col. Bryan
will consent to the formal withdrawal
of hia name but it is agreed that tbe
demooratio party can not hope to elect
a successor to Mr. McKlnlev under tbe
leadership of Bryan. St. Louis Globe
Democrat.
