WASHINGTON. Oct. 22. 1900. The
political atmosphere is c-learine per
ceptibly and the administration feels
better. Kike the parrot. Mr. Bryan
has been "talking too much." for his
own good and he now seems to be
lieating himself. And by the Anglo-
German agreement published today it
would appear that our open door poli
cy prevails. At all events as a proiio-
sition it sounds acceptable and as if it
would go a long way towards settling
matters in China.
Little doubt of the result of the
election is felt here and it Is believed
that the Bryan crowd will be turned
down hardest this time than they were
n 18!). Forecasts from all parts of
the country which have been received
at republican headquartersare univer
sally encouraging and while I haven't
any intimate knowledge of the inside
ness of democratic news .the popocrats
are going around with faces as long
as a churn and a glum silence of a
man with a "pharynx which is rusted.
and a larynx which is busted" as Hen
ry vi ii usen to remark iianna is lo
ng himself proud and really earning
good reputation as a campaigner.
The American people like a man who
will come right out before them and
talk straight to the mark which is
what Hanna is doing and Bryan is not.
Of the two men Bryan is pleaanter
to talk to more the kind of man one
wants to know socially but he never
answers a question when he can tunnel
under it. climb over it or walk around
while Hanna is a plain business man
of the intensely business type who be-
ieves that language is made to express
ideas and not to conceal them: who
looks you right in the eye and says
what he means. You may not love
Hanna I don't but j-ou never have
any doubt what he means. Bryan is
good company but he is shifty and
never looks a man In the face.
Roosevelt's Characteristics.
Roosevelt is something on Hanna's
order as regards straightforwardness.
but he is not so intensely businesslike
and is consequently more popular: the
ind of man who has devoted friends
nd devoted enemies and whom you
would rather employ or work for than
buy bricks of.
' War and the Tax on Beer.
The ways and means committee was
authorized to sit during the recess to
consider reductions in the war taxes
and some recommedations to that ef-
fect will probably be presented at the
next session. The beer men will likely
get some relief partly because they
have !een good during this campaign
and partly so that the laboring class
es which is me can get enough beer
to go round in a ten-cent growler. The
brewers refused to support the bry-
anocrats at the very beginning unless
free silver were cut out and they have
been quiescent since the adoption of
the Kansas City platform which fact
will not militate against them at all
next session. Normally they would
have supiorted the democrats and their
inaction is so much gained. The tax
used to be $1 a barrel and the tax was
shoved up to $2. with a 15 cent rebate
which made it really $1.85. At that
rate $72500.0(10 were collected last
year. It is proposed to make the rebate
larger. . giving a virtual tax of $1.40.
which will slice off about $17500000
from our revenues as a nation and re-
sult in our getting $2000000 or $:!.-
000.000 worth more lieer considered col-
lectively as consumers. (I shall not
personally get that much more. I The
spiritually inclined merchant has a
pensive habit of collecting about $5
extra from his customers when he is
hit witih a $1 tax. The stamp tax on
proprietary articles is in doubt. It
doen not yield a great amount of rev-
enue t four to five millions! and it is
more bother than it is really worth.
The druggists and patent food men are
working against it. The bankers want
the check tax abolished but it will
probably only be reduced to a cent a
check instead of two cents.
The Reward for the Stuttering Bank
Clerk.
There is a stuttering ex-bank clerk
somewhere around here who is much
wanted $."000 worth by the police
and every man with an inpediment in
his speech is captured once or twice
a day to be held for identification.
That seems the only characteristic to
go by. The original is named Schreib-
er and he captured a hundred and
some odd thousand from a New Jersey
hank for the benefit of a New York
woman with saddle rolored hair.
Vherefore he Is wanted and it is dan-
gerous to stutter in public. This is
a good time for men with vocal impe-
diments to stay where thoy are known
and not come around here. Bryan and
Roosevelt will both lie here this week
hut I have no apprehensions for either.
fSeneral Merriam's Report.
Gen. Merrinm. who commands the
department of the Colorado has turned
in his annual retort in which he finds
a great many complimentary things
to say alMitit the Indians particularly
the Apaches. Rome railway men told
him they were good lalnirers and he
is assusred that the Indian police are
"absolutely loyal." The withdrawal of
all troops from San Carlos agency is
recommended. But he is down on the
cigarette. Talking alntut the combus-
tibility of Kst buildings in the semi-
arid country he says that "if the des-
tructive cigarette could be abolished
with the careless use of matches it
would nu more towards safety than
the liest fire apparatus." The troops
have leen called out only three times
during the last year once at Fort NVin-
gate. once at Fort Duchesne and once
at Firt Grant. In each case the trouble
was local and was "generally through
cards anil whiskey."
Heroes und the Magazines.
Officers returning from China are
leginning to dot the corridors of the
war department and every hotel in
town holds the editor of a New York
magazine. 1 tin not say there is any
necessary connection between these
two facts: merely noting the coinci-
dence. In the army and navy club
thev sav that any experience on the
firing line fits a man for duty in a
magazine and it may be so.
The Presidents of San Domingo.
An Indiana man named Wright once
in the signal corps under Iee in Cuba.
is in town in the interests or Presi-
dent Jiminez of San Domingo. Mr.
Wright is not "prime minister" at
least he savs he isn't but he occupies
about the same positio nnevertheless.
He is anxious to have the Monroe doc
trine expanded a little so as to pre-
vent European nations collecting
doubtful debts by force of arms: re-
ferring claims to some competent tri-
bunal. It used to work something that
wav in the past but we let England
collect money from Nicaragua by seiz
ing the Corinto custom house several
years ago and high handed collection
has grown into a custom. France sent
three warships to San Domingo some
months ago and extracted a fine of
$0.000 for the shooting of one French-
man and the imprisonment of another.
Which seems little enough but possi-
olv there were extenuating circum
stances on the San Domingo side.
Mr. Wright tells some lively stories
of the late unlamented president.
Heureux. shot in July 1899. He was a

uxuriantly African ideas of adminis

he by no means disdained the hot stake
and colli chop as somebody described

the island: all by white women.
Justice in the Philippines.
The Taft commission is having
trouble in finding Filipinos honest
enough to be judges and will probably
abandon the attempt recommending
that Spanish speaking Americans be
given all such places until the gentle
native hryanite is educated up to the
point of ordinary honor. The eight
native magistrates in Manila deposit
only about $100 a month of the money
paid in as fines although the collec-
10ns are undoubtedly many thousands
t is said there are at least 50 well
establisned cases of prisoners being
released from custody somewhere be-
ween the court room doors and the
ail. During the siege of Manila a
man took possession or a section or
the street in front of another man's
property and proceded to erect a house
hereon acquiring a title to. his
squattage from the Americans by some
rick subsequently. The barred-out
man. thmging it was all right and ac
cording to the rules of war made no
attempt to protest till recently when
somelwidy told him it was irregular.
But the squatter has money and the
magistrates refuse to oust him from
the public property he occupies or to
hear the other man.

and far into Texas and Mexico. Every city grows
toward its higher ground and El Paso is doing like-

of a year we have all sorts of meet-
ings from the annual convention of the
Redshirted. Red-haired Anarchist's
Own to the infrequent feasts of the
Pie-biters' Amalgamated union. But
it isn't often that half a billion of cap-
ital is represented at any dinner as
it was at the big banquet given at
the Arlington last Wednesday by" the
New England Cotton Manufacturers
association. And the members didn't
look it. For some reason they seem-
ed to be down on free silver. The
Southern railway gave them a special
train and an 1800 mile trip to study
cotton manufacture in the south.
We are getting ready in a mild way
for another convention to be held
next month that of the Women's
Christian Temperance union which
may not represent so much capital as
the cotton men do but does represent
more principle and interest. The local
organization is preparing a warm re-

to prove tbe biggest thing la New
Mexico that there ia a "million dollars
worth of lead In sight and a concentra-
tor la now la process of erection at the
mlnea. Headquarters ot the company
are in this oity and a large amount of
the ttock was floated here.
The lead mlnea are so situated that
water ia plentiful but one thing that
is lacking ia fuel which is not abun-
dant ia that vicinity.
