and will remain here several days.
'EI Paso has the cheapest rate of
any city in the state above the divis
ion line" said the Insepctor this morn
ing "and will always have a cheap
rate if the conditions hold nut the
same. The insurance companies nave
lost very little money on this -ity and 1
attribute it to the superior material
used in the construction of the build
Ings. Most of the buildings here are
built of brick and are so constructed
as to prevent fire from spreading. El
Paso is a substantially built city and
much ahead of the average city in
Texas inthis respect."
W. II. 'Bailey managing editor of
the Houston Herald is in the city on
a pleasure trip. " The El Paso carnival
is all the talk at San Antonio. he
saiii this morning "and I predict that
voti will have an enormous crowd here
from that section. The news has not
reached Houston much yet but when I
get back I will tell the people what
you are going to do. This climate is
the greatest I ever saw and that if
nothing else will bring many people
here." Mr. Railey has many old friends
here who once lived in Houston and
will spend several days with them.

"The sound money democrats of
Missouri refused to endorse Bryan this
vear. said Charles l r-riscn. a wen
known drummer of St. I.ouis. "Liike
many other democrats and republicans
they are without a party and it is hard
to tell how they will vote. This Is a
condition that never existed over tlm
country to such an extent and it is
hard to tell what the result will be.
The free silver faction of the republi
can party is in tne same condition and
the man who bets his money on the
election this year bases his opinion on
desire instead of real belief."
The new Sheldon hotel is receiving
many appreciative conipnnienLs irom
the traveling public just now and is
receiving its portion of the patronage.
I was surprised to find such a place
in El Paso." said W. B. Cross of Dal-
las to a Herald reorter. "I have trav-
eled over the entire country and have
found no place in the south that gives
better satisfaction than this place does.
It gives quite as good service in every
way as does the Oriental in Dallas and
that is saying as much as can be said
in the south. The place is well fur
nished is comfortable throughout and
gives as good fare as any man needs.
I have spent two days here and find
it a pleasant place to loaf and I pre
dict that it will become a popular Sun-
day resort as soon as the public loams
what it really is."
The result of an election was never
so uncertain as tne present one is in
the east." said Colonel J. I. Bean of
New York last night. "1 have talked
with many prominent democrats and
republicans and I have found very few
who are satisfied with the outlook. It
is true I saw several manufacturers
who saiil they would not vote for Mc-
Kinley but on the oilier hand the still
vote may change things no little. T here
will lie many democrats who will not
vote at all and this may change things.
I talked with several democratic lead
ers who said that the rlemocrats nacl
no chance to win anything in the east
and from this difference you can see
that everything is uncertain. There is
a great deal of betting going on but
I think most qf them are hedging to
make themselves safe."

Mexico has a great deal better cur
rency system than ours because the
purchasing power o fevery one of its
dollars is uniform. The debtor- class
are the sufferers from the gold stand-
ard. The money that they borrowed
represented so many bales of cotton
or so many bushels of wheat . but to-
day the same money which they must
repay veritably represents twice . the
number of bales of cotton or. twice
the amount of wheat."
The orator darkly hinted at a con
spiracy to rob the people for the bene
fit of Lombard street and said the bank

world and the most obnoxious.
"If this thing keeps up a few years
longer your children's children will
rise up to curse you for it!"
T. S. Dodge a young lawyer who re- j
cently located in El Paso showed him-
self last night to be a very entertain
ing talker. He took the negative or
repuolican side of the question and
produced some good arguments in sup-
port of the gold standard. He said
he is a candidate on the republican
ticket for a local office and that his
chances and those of Col. Bryan were
about 16 to 1" of defeat.
The democrats." said he. "start out
with the proposition that the good
Lord established the ratio of 16 to 1
when as a matter of fact the ratio
is established by the commercial mark
ets of the world. At the time of Ham-
ilton it was 15 to 1 and at various
times thereafter we find various ratios.
In this country we have gold silver
and paper all circulating and all of
the same value. All equal before the
world. '
My friend Stanton tells us that the
currency system of Mexico is better
than that of our own country. I won
der why it is that he doesn't remove
to Mexico? They export silver and al-
though they have been mining it for
300 years they haven't got enough
there now for circulation purposes.
I lelieve the gold standard is the
best for the country that's why I am
for it. They say it's been detrimental
to the c-ountry. but they have not
shown one single instance where it has
been detrimental to one single part
of America. On the other hand this
country has enjoyed an unprecedented
era of prosperity.
The speaker referred to the silver
basis countries that had recently gone
to a gold basis and pointed out that
each was prospering. He said the per
capita circulation in the United States
today was 20 per cent more than in
1896 and at the present time money
was being loaned to nations of the old
world.
"People ail over the country who in
1S96 were shouting for Bryan and free
silver are now under the gold standard
and prosperity paying off their mort-
gages and taking trips to Europe."
Judge Harper closed the debate with
a ten minute rejoinder. -
