ference to a salmon whether he is
eaten by a Christian or by a Bud-
dhist but it makes so much differ-
ence to west coast salmoneers Who
catches the "salmon that a labor
boycott of Japanese shipping is
thi-eatfcned.-
. A boycott of Japanese ships
which might have resulted in re-
fusals to unload or load them in
U. S. harbors was once tentatively
set to go intb effect November 15.
The day passed without the boy-
cott starting.

Treaty Drawn Up

HIS government has had trou-
ble before with Japan over
•management of sea-going crops.
The prolonged contest bver who
could kill the most fur seals
brought that once profitable busi-
ness to such a low ebb that it was
threatened with extinction.
To save the situation, a'treaty
was drawn up under which all in-
terested parties, including Japan,
the United States and several
rrther nations, agreed to permit
Yankee sealers to liandle the crop
each yenf, killing only what the
foty of the herd:: would permit
Japan gets ^cutout of tlie^roflts,
along with the United States.
But in the qase of 'salmon the
United States never has been dis-
posed to share the crop, contending
that since the fish were fostered in
American waters they were al-
most American citizens. By a sort
of gentleman's agreement. Japan
has abided by this unofficial agree*
ment—until the past summer,
American fishermen have had
no yen for this business. They
could not compete well with tha
Japanese whose crab - canning
crews often were mere boys work-
ing for pennyw'eight wages.
But a "factory ship" that ap-
peared off Bristol bay last summer
began taking salmon, or so the
bureau of fisheries feds certain.
The state department declines to
be so positive. It was quite a sur-
prise to the American salmon op-
erators, since the Japanese ship
was taking the salmon 15 to 50
miles off shore. • ■■

Yankee salmon fishermen never
thought such a thing possible but
the Japanese evidently had traced
out the path of the salmon as they
headed for rivers emptying into
Bristol bay.
The Japanese government in-
sists no license has been granted
for a ship to catch salmon. But I he
bureau of fisheries insists airp'-ma
--photographs show the ship was
| employing gill-nt-ti to catch s.il-
j mon, not trawls to scocp up flcU'i-
