by by the issuance of bonds, notes or
other evidences of indebtedness and
declaring an emergency."

thorizing any county or district, or-
ganized, or which may be hereafter
organized in accordance with the
laws of the State of Texas to pur-
chase for the use or benefit of the
people within and adjacent to any
such county or district, or the use
and benefit of a portion of the area
of the county or district served there-
by, works, buildings, equipment, to-
gether with all the rights, land and
easements, appurtenant thereto and
necessary therefor, for rendering ir-
rigation, flood prevention, water sup-
ply, drainage and/or sewerage serv-
ice, and declaring an emergency."
