When 1st Brigade 1st Cav. Div. ad-
ministered an ARTEP to 2/5 Armor Bn. re-
cently they tested the unit for offensive
and defensive tactics as well as the usual
ARTEP subjects. However the exercise
was more than the usual armor battalion-
level ARTEP it demonstrated several in-
novative training and management con-
cepts which may become more com-
monplace in 1st Cav. units.
Under the funding system currently used
by U.S. forces subordinate units are given
their shares of the budget. Those units are
then responsible for the efficient manage-
ment of their funds as they strive to main-
tain the goal of combat readiness.
2/5’s recent ARTEIP was unique in the
management sense because it represented
a major training exercise conducted on an
austere but adequate budget. With the
budget requirements in mind 1st Brigade
rewrote their original ARTEP to cut all un-
necessary costs without reducing the ef-
fectiveness of the training or evaluation.
Several steps were used in attempting to
reduce the ARTEP cost: manuever forces

were re-routed to minimize terrain damage
to vehicles battalion supply trains were
centrally located 42 kilometers were cut
from the original ARTEP movement
schedule to save fuel and the brigade used
Heavy Equipment Transports (lowboy
trailers) to move track vehicles long dis-
tances. Vehicle movement by the Heavy
Equipment Transports (HET’s) costs ap-
proximately one-half as much as driving
the vehicles. All of these cost reduction
measures were accomplished with no re-
duction in the objectives or effectiveness of
the ARTEP.
While 1st Bde. was rewriting their bat-
talion ARTEP they were also busily plan-
ning to make the most of the deployment to
the field. Their plans were all followed dur-
ing the ARTEP. While the 2/5 took the
ARTEP the remainder of the brigade and
several support units were also FTX’ing as
part of the test. Other units helping to test
2/5 were the remainder of 1st Bde. 1/68
ADA 1/82 FA A Co. 8th Eng. the OP-
FOR company and elements of 312 MIB.
Maj. L. S. McAfee 1st Bde. S-3 ex-
plained that coordinating the ARTEP with
an FTX allowed maximum use of one

1st Bde. 1st Cav. rewrites ARTEP to cut costs
scenario and capitalized on the cost of hav-
ing the unit in the field. “Some units have
to be brought out to provide opposition for
the unit taking the ARTEP” he explained
“and it is cost effective to give the opposing
unit training objectives and plan a brigade
FTX around an ARTEP.”
Planning an FTX around an ARTEP also
helps maintain a higher state of readiness
McAfee explained. “By bringing an entire
brigade to the field ARTEP readiness is
constantly maintained and the units don’t
have to ‘crash train’ just before taking the

training opportunity would not have been

each unit shares the secondary goal of
sound management and efficient use of
funds. During their recent FTX the Cav’s
