tional press last week on the possibil-
ity of re in
spending.
Some articles suggested Depart-
ment of Defense officials had not
been consulted by the White House
before reduced defense spending
was discussed publicly.
In response to these articles De-
partment of Defense released the fol-
lowing memorandum Jan. 13:

The Qualitative Management Prog-
ram is supposed to be a system to
enhance the quality of the career en-
listed force. In theory it is designed
to retain on active duty those soldiers
who demonstrate the abilities and
qualities expected of their grade and
experience and deny reenlistment to
the nanprogressive and nonproduc-
tive soldiers.
Evaluation reports are an integral
part of the qualitative screening pro-
cess and a major reason why QMP
doesn’t always do what it is supposed
to do.
Evaluation reports are compara-
tive and subjective in nature. Many a

ment is ready to respond to the presi-
dent’s request and do its part in re-
storing economic strength to the na-
tion.
He said the relations between the
Joint Chiefs and the White House
have never been better. Both the sec-
retary of defense and the president
have been fully aware of the commit-
ment on behalf of all the Chiefs«to try
to maintain pay comparability and
preserve the benefits of the members
of each service.
However they also recognize that
drastic action is necessary to streng
ceived maximum EER many an out-
standing soldier has been hurt by a
rater who let his personal ill feelings
toward the soldier interfere with his
job.
Many evaluation reports reveal
more about the raters than the rated.
Still the report remains a m^jor man-
agement tool in the enlisted evalua-
tion system and a significant guiding
element in the career of each enlisted
soldier.
Commanders who allow inflated
and deflated EERs to be dispatched
from their units do an injustice to the
QMP. The program cannot increase
the professionalism of the enlisted
ranks as long as inflated and deflated
efficiency reports continue to defeat
the purpose.

He came from Eutaw Ala. and was born Nov. 26 1929. While serving
with Co B 1st Bn 16th Inf near Suoi DA Vietnam Feb. 28 1967 his
platoon was suddenly attacked by a large enemy force employing small
arms automatic weapons and hand grenades. Although the platoon lead-
er and several other key leaders were among the first wounded Leonard
quickly rallied his men to throw‘back the initial enemy assaults.
After he redistributed ammunition and organized a defensive peri-
meter he noticed a wounded companion outside the perimeter. While
dragging the man to safety a sniper’s bullet shattered his left hand. Under
cover of the next assault the enemy moved a machine gun into a location
where it could sweep the entire perimeter. That threat was magnified
when the platoon’s machine gun malfunctioned.
Moving quickly Leonard crawled to the gun position and was helping
to clear the gun when the gunner and other men in the vicinity were
wounded by fire from the enemy machine gun. Leonard rose to his feet
and charged the enemy gun. He destroyed the hostile crew despite being
hit several times by enemy fire. Moving to a tree propping himself-
against it he continued to engage the enemy until he succumbed to his
many wounds.
In keeping with the highest traditions of the military Leonard’s pro-
found courage and devotion to his men earned him this country’s highest
award the Medal of Honor.
