Previous enlisted promotion
and reenlism ent policies
allowed a soldier to be prom-
oted one day and be ineligible
for reenlistment the next day.
BOTH DECISIONS were
based on the same record. This
situation has caused confusion
for soldiers and their comman-
ders.
Headquarters DA recently
completed a review and com-
parison of the eligibility criteria
for promotion and reenlistment
in which several major discon-
nects were surfaced SGM

The study group used the

criteria should be as tough or
tougher than reenlistm ent
criteria.
In order to bring the two sys-
tems in line the following poli-
cy changes were made and
went into effect Oct. 1:
ARMY PHYSICAL READI-
NESS TEST Promotion and
reenlistment criteria will re-
quire soldiers to have passed an
APRT within nine months
prior to effective date of either.
Soldiers who have profiles
which preclude taking the
APRT are exempt from this re-
quirement. Soldiers who fail
the APRT or who have not been
tested within the last nine
onths except those ex

soldiers will meet the trainabil-
ity requirement and be allowed

Additionally effective March
1 1987 soldiers on second or
subsequent term of service
must meet the education re-
quirement for promotion to the
next higher grade to be eligible
for reenlistment.This change is
being announced now to pro-
vide soldiers sufficient time to
meet the new critieria.
Soldiers on local lists for
promotion to sergeant who do
not meet the education require-
ment will removed on March 1
1987.
IN ADDITION to the above
policy changes to align the
NCO promotion and reenlist-
ment systems the sergeant/
staff sergeant promotion sys-
tem was changed effective Oct.
1.
These changes were made to
provide soldiers further incen-
tive for self-improvement and
in recognition of the fact that
the new promotion point work-
sheet is performance oriented.
Under the new promotion
system soldiers who improve
their administrative points by
at least 50 points may request
reevaluation at any time. Board
appearance under these cir-
cumstances is at the option of
the soldier requesting reevalua-
tion.
Soldiers may also request
reevaluation six months after
initial board appearance last
computation or last reevalua-
tion regardless of the amount of
improvement in administrative
points. Board appearance
under these circumstances is
mandatory.
VIA SAID these changes will
bring equity to the Army’s en-
listed promotion and reenlist-
ment systems and should have
a positive effect on both.
Exchange
consumer
line opens
Fort Hood Exchange patrons
have a “direct line” to the com-
mander of the Army and Air
Force Exchange Service.
THAT’S THE WORD from
Donald J. Miller exchange
manager Fort Hood who is en-
thusiastically promoting a
program to allow local patrons
the chance to make their feel-
wings known to the man who can
do the most good: Maj. Gen.
John E. Long AAFES com-
mander.
“The direct line is very sim-
ple” Miller said. “All the cus-
tomer needs to do is pick up a
self-addresed postage-paid
card from our display fill it out
and drop it into a mailbox.”
Whether it is a request for
specific merchandise a com-
ment on the Fort Hood Ex-
change service or any other
topic Miller assures that each
card will be given individual
attention.
THE FORT HOOD Exchange
is one of several exchanges
which now feature the Direct
Line program. The card carries
a statement from Long which
says “This exchange belongs
to you.”
According to Miller the gen-
eral and every member of the
AAFES team mean just that.
The cards are located at the
Main Exchange and Clear
Creek Snack Bar.
