Have you scon the comet?
The foregoing question was proba-
bly nskcil iv thousand timea in Abilene
today and as a result many citizens
liavo seen the comet. The queer heav-
enly tody could bo Been throughout
ihe day always appearing boiiio twen-
ty degrees east of the sun and at four
o'clock this nfroruoon Was at nn al-
titude of about sixty degrees. It will
bo visiblo tonight for parhaps and
hour and a half after tho sun has
set.
Tho sight of this body has caused
much comment on the streets today
and many bavo indulged in specula-
tion as to whether or not it is llolley's
comet or the new one just reported
by the astronomers. According to tho
ropoi.ts of astronomers tho nor comet
appears very close to the sun and can
only bo seen at early and late hours.
Halley's comet comet appears very
close to tho conjunction of the planets
Saturn and Jupiter which constella-
tion now forms the evening star. On
this account many believe that the
comet sep ntotlay Is Ualley's.
At present the comet Is very bright
and can readily be seen In full day
light. Within n few days it will fur-
b1i a brilliant sight both ut day and
at night. If the new comet Its actions

ed by Halley however it is known
that it will go toward tho sun getting
Ighter each day and will ilnaily 'puss
rough the very edge of tho sun and
en go on across the sky to tho east.
"When viewed through a small tele-
ope this afternoon tho comet took on
definite shape Instead of appearing
a spot of light it was seen that tho
eati was rounded and that two pro-
ctions coining around that joined im-
ediately behind the comet forming

"In advocating a public health mili-
tia In the cause of preventive medicine
J do not mean a marching column of
wen in uniforms armed with micros
scopes and disinfectants. Tho public
health militia that I have in mind calls
for the enrollment of all good citizens.
Preventive medicine is tho watchword
ofithe hour and enlistment in the cause
wi comet only through education.
There. are two Important factors In
public health work. Onto Is tho gain-
ing of new knowledge through scienti-
fic research tho other Is tho diffusion
of this knowledge through education.
With prophetic foresight and charact-
eristic energy Harvard University has
established a chair of preventive me-
dicine as an Integral part of its edu-
cational system. Not only tho medical
profession but tho public at large
should bo enlightened. Tho Scientific
and professional corps may bo tho
regular army but the public must bo
tho resorvo militia in any effective
warfare against disease.
Dlfrn$e Is Preventable.
"When tho people understand that
typhoid fever is as prevontable ns arc
railroad accidents we shall have a
casus belli and the courage needed
for a victorious campaign. The oov
ernment now protects us from choleia
leprosy yellow fover and other exo-
tic plngues: why should it not also
guard us against tho dangdrs that are
-present as well as those that aro but
remotely Imminent?
Present dangers suck as tuberculosis
pneumonia typhoid fever and Infantile
dlarrhnnp aro infectionp which n-up
the highest toll of death wining us
and are toomen worthy ofour bedt ef-
forts. "When this matter is best under
stood tho Stnto will be required to pro-
tect Us citizens agajnst such preven.
table diseases and the officials ap-
pointed to safeguard us will be held
responsible just ns the law now holds
employers llnblo for piovontuble ac-
cidents. Organizations llfo Insur-
ance companies with their loglons o'
doctors armies of agents pud boflts of
patrons- could lend worthy warfare
against illsener. I"o Hfo insurance
officials not only as organizations
but as Individual citizens could and
Bboul'd help in this campaign of uiu-
catlon. and ought to foster fruitful
and useful legislation . of u public
health character.
"It Js tho plain duty of the public
health militia to see that our govern
inent hodies whether tho Federal Gov.
