DISTRIBUTION OF SCHOOL FUND I
PRESENTS A SERIOUS PROBLEM.
AUSTIN July 19. Tho law provides
that the state board of education shall
meet on or before August 1 to fix tho
annual apportionment of the available
school fund and thero aro but a few
mora days left. It is a question with
educators and Bchool patrons over tho
state as to whether tho board will be
able to repeat the per capita allowance
if tho last flvo or six years and make
It $5 for each Bchool child In the
state. The growth of the state Its In-
crease in children within the scholas-
tic; ago and the prospects for a small
doflclt this year on last year's appor-
tionment will cause tho board to go
Blow In making tho apportionment.
Tho distribution of tho available
Bchool fund has gotten to bo an Im-
mense question. There aro now 8G9-
861 scholastics In tho state and the
last Bchool census not tabulated. At
$5 per capita last year tho amount
sent over tho stato was the Immenso
sum of $4349320. As stated the col-
lections have not been qulto up to
expectations and tho deficit of tho
Bum mentioned may bo only $100000
or less. This is qulto small and will
soon bq wiped out. An unexpected
arid heavy school fund receipt would
.prevent a deficit as It does not have to
bo paid until Soptembor 1. This may
not deter tho board from keqplng up
tho record and once more trying $5
but they will deliberate before doing
it. Tho comptroller will soon prepare
his estimate of available school fund
revenue for the ensuing year and on
this depends the action of the board
In making the apportionment. The
Comptroller shows what the state
school tax will bring based on the
assessed values the receipts from land
interests and leases and interest .on
bonds held by the fund go to make up
the available school fund Tho Comp-
troller has his estimate made by the
day fixed for the board to meet and if
the total will Justify it the board will
return the $5 to each child within the
scholastic ago In Texas for his edu-
cation. According to tho usual expectation
tho Increase in children will bo about
three percent which would necessitate
only $130480 more tha.n was required
for tho current scholastic year. An In-
crease of three per cent would add 26-
096 children to tho rolls making a to-
tal of . 895.9G0. The increase of $130-
580 would bring tho total apportion-
ment to tho lmmonso sum of $4479800.
It Is not expected that the increase will
exceed three per cont this year as tho
consuB has been made closely and only
those In the scholastic ago enumerated
under oath.

Joseph S. Loftls after a stormy sceno
In the ofllces of the company In which
the wounded man and his wife had
sought to force JoBoph Loftls out of
tho partnership according to com-
plaint filed
The shooting came as tho climax to
a board of directors' meeting attended
by Samuel Loftls hiB wife and Jos-
eph. Samuel's wife Is the secretary.
Samuel put a formal motion that Jos-
eph be ousted from tho board of di-
rectors after severely repremandlng
him for neglecting his duties and con-
ducting hirosolt In a raauner prejudi-
cial to the firm's Interests.
After tho first bullet struck hof Iuib-
band Mrs. Loftls rushed upon her hus-
band's assailant
Grabbs Husband's Assailant.
She grabbed him by the throat chok-
ing him with all her might while her
wounded husband ran In upon him and
clinched him around tho waist. At
close rango Joseph fired several shots
ono of tho bullets grazing Samuel on
tho top of the head and two going
through his coat. Meanwhile Pollco-
man Dodd and O'Connor rushed Into
tho room.
Hundreds of women clerks in the
ofllces were panic stricken. They rush-
ed into the street and customers fled.
Joseph was taken In chargo by of-
ficers while Samuel wa3 assisted to
the office of Dr. Farrell In tho same
building where his wounds wore ex-
amined. He was soon able to discuss
tho caso and aftor visiting tho central
police station and making a complaint
charging his brother with assault with
a deadly weapon with intent to com-
mit murder rodo to Mercy hospital.

Constable and Mrs. R. II. Rcddell
suffered minor Injuries Sunday after-
noon In a runaway and tho entire
family had a very exciting experience
and narrow escape from more serious
injuries. With their children thoy vis-
ited tho family of W. A. Curry who
live on Big Elm live miles from tho
City. It was when they started homo
that the accldont happened. Mrs. Ited-
doll and tho childron had sented them-
selves In tho surruy and Mr. Rcddell
was between the wheels In the net of
climbing Into tho vehicle when tholr
two-year-old boy took the whip from
the Bocket and struck the hi
Tho animal Is perfectly gentlo but
Jumped from tho blow and tho Consta-
ble caught on tho wheel wus thrown
over and fell beneath tho horse the
entlro vehlclo passing ovor him. Mrs.
Roddoll with tho boy Jumped to tho
ground nnd tho oldest daughter about
ten ycnrB left tho rig leaving a flvo-year-old
girl alono In tho rig. The
horse ran about ono hundred yards to
tho gate whoro a front wheel struck.

leasing the nnlmnl. Tho llttlo girl was
thrown very forcibly against the back
of tho front east but was not Injur-
ed. Tho escape of tho family from more
serious injuries wns most miraculous
and borrowing shafts from Mr. Curry
made tho return trip homo without
further mishap.

o'clock this morning Sam Gear col-
ored and his wlfo.Dovey Qoar aro
both dead. Oenr was a parlor on tho
Texas and I'aclflo nnd with his wlfo
lived In Dallas until two months ago
at which time sho came to Wills Point
to visit Sho had not returned Hlnoo
but remained with her people At tho
Inquest It was testified that Qcnr ar-
rived this morning. Ho at onco went
to tho houso where she was staying
and met her In front. Sho was shot
twice
Sho ran to tho house scroamtng and
fell nt tho back door head. Gear then
shot himself In the head dying In
Btantly.
An Inquest was hold corroborating
the above statements.
Tho tragedy occurred In that part
of town set apart for nogroes and cre
ated much oxcltomont among tho col
ored people
