Following Is tho bill referred to:
-Bo it enacted by tho Legislature of the
Stato of Toxas:
Section 1. That after taking effect
f this Act whonever ten per cent of
4fce qualified yotors of any village
town or city in this Stato having a'
population of less than ten thousand
'Mhabltants to bo determined by tho
last preceding Federal census or If
mo Buch census has been had then
aach the voto cast for Governor at tho
Mat preceding primary election shall
'petition tho county judge when such
village town or-city shall bo unln-
oorporated or if Incorporated thon
Hie mayor of such vlllago town or
-city requesting that an election be
-sevaered to determine whether such
-village town or city shall adopt the
commission form of government then
Pali county judge or mayor shall or--er
such election to take placo in thir-

Section 2. A qualified vo
this Act shall bo any entitled at the

written or printed on tho ballot "For
Commission" "Against Commission."
Section 3: Tho said county judge
r mayor shall appoint two judges

be In force from and after Its passage
and It is so enacted.
BRYAN AND BAILEY MAY MEET
. IN DEBATE IN ATLANTA GA.
ATLANTA GA. Sept. 28. A Joint
debate on the tariff between William
J. Bryan and Senator Josoph W. Bai-
ley of Texas at Atlanta Is assured tho
meeting to bo hold somo time next
month in the new auditorium here.
Today Senator Bailey wired his ac
ceptance of tho formal Invitation Is
sued by tho Young Men's Democratlo
League of Atlanta for a joint debate
between himself and Mr. Bryan. While
no reply to' the invitation has been
received from Mr. Bryan advices to
the Constitution from Fort Worth aro
to tho effect that Senator Bailey tel-
graphed Mr. Bryan of his acceptance
of the Invitation Incorporating in his
message to the former Democratic
standard bearer a porBonal request
that he too accept and fix the date.
Mr. Bryan will arrive at his home Lin
coln Nebr. tomorrow and is expected
to formally accept tho Invitation and
suggest a suitable date.
When Mr. Bryan spoke In El Paso
lost week an effort was made to ar-
rango a joint debate between himself
and Senator Bailey. At that tima lie
said ho would not consider the matter
unless Mr. Bailey should make a per-
sonal ruuueBt. Now that Senator Bai-
ley has made the personal request It
is bolleved that Mr. Bryan will bo only
too glad to meet Senator Bailey and
discuss with him tho question of free
raw materials concerning which their
views aro widely divergent
Mr. Bryan went to Texas about two
weeks ago and in a number of speech-
OS assailed tho attitude of Mr. Bailey
on this subject the latter defending
his position from platforms in varlqus;
parts Qf the state.
