DRESDEN Feb 3. (Correspond-
ence of tha Associated Press.) Crim-
nality has diminished In Saxony dur-
ing the war to a reroarkablo degree
according to the police commissioners
report. In Dresden the number of
frauds has been reduced by forty per
cent and burglaries by seventy per
cent This occurrence is not attrio
uted to the calling up of the members
of the habitual criminal classes
among the men drawn to take theli
places in the ranks of the army but
is due to psychological reasons in
the opinion of the noted criminolo
gist Dr Robert Heindl.
