RED CROSS WORK
r r
Continued from page one)
cause the Bed Cross has been a
practical application of that prin-
ciple that it has been such a tre-
mendous success. It makes Its ap-
peal for sunnoft directly to the con
science of mankind. 11 does net
attempt to function through tho di-
rect action of organized govern
ment It docs hbt have In 11 any
element of compulsion. It is tho
voluntary offering Of the people
tJremselves. when and wherever ntt
emergency has resulted in human
suffering to the extent or its abil-
ity it administers whatever may be
necessary fon temporary relief.
"It is In this direction that there
lies tho hopo of real progress. Tho
ancient ideals of human brother-
hood of service tho application of
tho golden rule of peace on eartn
and good will toward men aro Idle
dreams unless they can be translat-
ed Into nraetlenl actloti. It Is nec
essary on the one hand to avoid tho
Illusions of the vlsfonarles. and on
the other hand tho Indifference of
the selfish. Each Individual and
each nation owe their first duty
to themselves. Beyond that there
H no obligation of the strong to
serve tho weak but to administer
such service In a way liat will not
destroy or degrade by making
mendlcantts but will restore and
strengthen by making character. It
Is the policy winch ncips in an
emergency but realizes that fin
ally each individual and each na
tlon must work out their own des
tiny.
"Tho constant need of clvlllza
tlon Is for a. practical idealism of
this kind. It ddes not attempt to
perform tho Impossible. It docs not
Reek to reform meroly by nn net of
legislation thinking that It can ur-
load Its burden on tho government
and bo relieved from further ef-
fort. It docs not undertake to as-
sume resnonstbllltv for nil human
ity. But It realizes that redemption
cornea only through sacrifice. "When
a crisis arises It does not hestltate
to go out ami mako whatever t-nerl-flco
ii necessary to master tho oc-
casion. "It is this kind of nracllcal Ideal-
Ism that Is represented In tho his
tory or our country a uoep taiwi m
spiritual things tempered by ft
hard common'senso adapted to the
needs of this world. It has been
Illustrated In tho character of men
who planted colonies In tho wilder-
ness and raised up great states
nround the church and the school
house who bought their Independ-
ence with their blood and cast out
slavery by tho sacrlflco of their
brave sons: who offered their lives
to give moro freedom to oppress-
ed peoples and who wenj to the
rescuo of Europe with their treas-
ure and their men when their own
liberty and the liberty of tho world
was In peril but when tho victory
was secure retired from tho field
unencumbered ly spoils independ-
ent unattached nnd unbought still
continuing to contribute lavishly to
tho relief of tho stricken nnd des-
titute of the old world; and who
but recently being asked for five
million dollars immediately gave
about twlco that amount for tho af-
flicted people of Japan. Such has
boon tho moral purpose that has
marked tho conduct of pur coun-
try up to the present hour. Tho
American people havp never adopt
od. and are not likely to adopt any
other course.
"A contemplation of these prn-
clples nnd tho works which they
havo wrought both In our. country
and among the other nntlons for
this spirit Is world wide. Is helpful
and reassuring. They aro among
the convincing evidences that Justi-
fy our faith In mankind. They re-
veal tho fundamental strength of
civilization. They demonstrate the
supremacy of the spiritual life.
"Hero wo beholh the race etrus-
gllng up through barbarism over-
coming Ignorance establishing or-
der instituting government pain-
fully working out their own destiny
under free Institutions acknowled-
ging and accepting tho truths of re-
ligion gradually casting aside sel-
fishness endowing the great chari-
ties which heat tho body inform
the mind and minister to tho soul
making on every hand unending
sacrifices that the truth may bo
aupreme. Such is tho strength" oi
the influence of which this organi-
zation is one of the representatives-
It is inconceivable that it could
have oomo thus far only to retreat
that It could have succeeded up to
the present time only to fall.
"These are the encquraglng. the
hopeful things of the world. "Wh ie
it is necessary to admit that Pro-
gress has been slow that there
have been and undoubtedly will be
many disheartening failures I be-
lieve the conclusion to be ineicapa-
bit) that' there u every warrant for
confidence. The encouraging fea-
ture of these results lies in thd fact
that they come from the voluntary
actions of the people. They aro not
mandates from privilege they are
not Imposed from -without they
arise from wUbln they discJose the
conquering the lctoriouji struggle
of a higher nature. They do not
represent a law of man they reveal
a. law of God.
"It is for these reasons that I
take a large satisfaction in extend-
ing a welcome to this convention
and acting as its presiding officer.
I respect far what it has done and
tthat it la. I am mindful pf its
purpose and ita origin This or-
ganization habits beginning In the
day of Abraham Lincoln. It is rep-
nxentativa of the dominant influ-
enwsiiif liixiiJne. 1 jartako of Ui
