New Orleans July St. Health au-
thorities who are handling the yellow
fever situation here have so thorough-
ly perfected their organisation that
they feel confident every caee of fever
even though not thoroughly developed
will be promptly reported and go upon
the official records. So thorough haa
been the Inspection of the city that It
la believed every existing case has been
rooted out and la now Included la the
104 caaea which have been announced.
Many of these are on the road to re-
covery and It Is expected that with the
perfect scientific treatment that baa
been arranged for there will be a re
duction In the mortality rate which In.
the early stages of the disease ha 1
been admittedly high.
The most annoying feature of the
situation now Is the disposition of
practically every town in this stale a
In adjoining states to tighten the quar-
antine against the city. That Is due to
the feeling beyond the illy that 200
caaes mean a strlou situation and th
fact that the escape of Italians from
the Infected French murkrt renter re-
sulted In the appearance of caars of
fever In various points. One case has
been reported at Tampa an Italian
refugee from New Orleans and thera
are reports of cases In Lafourche. As-
cension. St. Mary's and llatiuemlne
parishes. Khotgun guards are now
being put on public roods of parUhes
outside f New Orleans to turn beck
every Italian who makes his appear-
ance and the bars have been put up all
over the stale alnt that nationality
In particular. Two Italians who man-
aged to board the Mississippi Valley
train Thursday were locked In a car
w hich was sidetracked at IUton Rouge
Thursday night and sent back to New
Orleana rl.lay. In this city and else-
where Italians are suffering through
the msrked reduction In the fruit busi-
ness. In which they are largely en-
gageil. There is a popular mlaappre-
henslon that fruit from the tropica Is
caiuible of transmitting Infection ari l
some towns are already Including fruit
among their quarantined articles. In
New Orleans many people are refunlnif
to patronize Italian peddlers and fruit
stands.
Itev. Dr. Iteverly Warner who re
cently return"! here from I'hlUdclphlii.
has opened offices In one of the promi-
nent office buildings. He has br.-u
choeen superintendent of wards In th"
' grt-nt campaign of cleaning and s.iril-
tatlng th- city. All wards make dally
reports to him.
Hcn-enlng and oiling cisterns Is p-
ulurlxed In a novel way. Thouaiila of
lapel buttons have twen ordered to b
given those who have followed this
regulation of the board of health. Th
buttons are plain white with a Ilf"
slsed steirnmyla fisclat pictured In
the center snd surrounded with the
i words: "My Claterns Are All KlKht.
How Are Tourer The system of In-
spection which has gone Into effect.
contemplates a visit to every house In
the city so that no case of sl kneaa may
esspe detection even In Its Incipient
stage. The city has been divided Into
a Urge number of districts. Knch In-
spector is required to visit every prem-
ises of his district and every room If
possible. Special endeavor must be
made to discover every person sick
with fever of any sort. Kach Inspector
la provided with a large oil ran from
which he Is directed to pour oil on all
eipoeed water surfaces tuba cisterns
and pools. Kvery night there Is to be
a full report by each Inspector of all
premises and rooms visited.
fjovernor HUnchard returned to the
state cspltal from the Alexandria en-
campment and has placed himself In
hourly communication with the state
board of health. .He Is unable to come
here because Itaton Rouge snd other
towns have made their quarantines so
rigid that If he did he would not be
a We to get away again and the state's
business would constantly suffer The
governor said In an Interview he did
not believe there was the slightest Just-
ification for the panicky feeling In the
tate. He Is In perfect touch with the
local situation and thinks thst If there
Is thorough co-operation of the peoplo
with the medical authorities there will
be no danger of a serious spread of the
fever In Iaulslana even If additional
Isolated cases occur outside of New
Orleans from the flight of the Italian
population.
The reported esse st rtowie on the
Southern rnclfle rsllrond In Lafourche
perish has been confirmed. The case
was that of an Italian who fled from
New Orleans t'pon his death the au-
thorities promptly burned th building
which he had occupied.
