JBRYAN'S DEPOSITOR'S GUARANTEE SCHEME.
The proposed .plan of Win. 'Jennings Bryan for prote6t-
ing the depositors In national banks has been received
generally; very enthusiastically outside of those who
ior political reasons are unwilling to admit the wisdom of
the democratic leader upon any question. Some very
light weight 'arguments have been made against it. arid
many more of the same kind "will doubtless be launched
. Dut'i.we believe sthat the people generally approve It after
ii ib siaiea to inem. uno or me ursi criticisms ot we
fccheme Is. made hy a republican papor the EJ Paso Her-
ald and as It is about as good as the. best wo have seen
ire. reproduce It as follows;
"" It Is. not probable that any law will be passed
In thlscountry providing for the guarantee of de-
posits in national banks through a fund contrib-
uted by the banks .themselves. Such a plan Is pro-
posed 'by W J.Bryan who' maintains that under
such a -system every bank depositor would feel
secure and there would be no apprehension result-
lng in temporary withdrawals of deposits. It is
6 true as Mr Bryan says that the cost tq each
bask would be small.
But to create sucks fta insurance pool would
Bimply tempt unscrupulous men to go into bank
lng and' use tho resources for their own ends
after the mnnrior of John R. Walsh Aug. Heinzc
anil C. W MorBo leaving tho legitimate banking
interest of tho country to hold tho bag.
Tho number of bank failures Is now Inconsid-
erable vory much rower in- proportion to tho
number of banks than tho proportion' of failures
In any othor iino bf business whatever. And
whllo tho people reposo somo confidence In tho
national bank examiners tho 'strongest incentive
to safety Is personal and direct Responsibility to
the homo community on the part ofajl banks and
bankors. '
Somo sharpers would count It quite a sharp
trick to build up a big banking business and leave
tho associated banks to pay all losses after. One
grand leavo taking. Public sentiment would not
bo so hard' on such a criminal under nn lnsur-
" anco "system as 'ltjls now for in tho mind of tho
masses thoro Is tho vaguest notion regarding
Insurance of any kind and it would bo hard to
demonstrate to the public that cyorybody would .
loso money through tho 'banks having to mako
good tho. losses of delinquents:
- A postal' savings bank conducted by the nation-
al! government to take .caro of tho doposlts pt that
portion of .tho population Inclined to t?o suspi-
cious andUInidj would be a bettor plan leaving .
the main "business of each bank dependent tq a
large extent' as now on tho personality of the
men behind It i(i
"Tho legitimate banking interests of the country" are.
pretty well able to take care of themselves and "woldo
not) admit that this Insuranc of the deposits would re-
sult In tempting unscrupulous men into tho business
for they caro nothing now about; their depositors ece.pt
Insofar ( as they fear tho results of bilking theifiV That
argument is without merit ' j .
With their guarantee 'bankers would bo tnjore? ready
to expose the "rotten methods of others and 'the govern-
.mentt would doubtless scrutinize more' closely the sta
tus of' the. national banks. The plan would accomplish
that which nothing has1 over done and would correct the
evil responsible for tho present trouble namely the
fear of .loss which lmpells the depositor
to withdraw his money from . circulation..
We believe ' that the proposition will fully 'solve
the problem of putting a stop to senseless stampedes by
which such panics as the present are brought about It
is tho ereatest idea ever advanced by tho NebraBkan and
wo shall hope that tho coming session of congress' will"
take up and discuss it impartially and without reference
to the author and their attitude toward him. With every-
thing to Bell for money good crops plenty of demand for
nli manufactured articles tho present financial flurry1 Is
utterly senseless and should never have been started
but it did start and cithers will' be precipitated upon the
coqritry Bo long as depositors are liable . to lose their
savings in banks. Tho plan under discussion is simple
comparatively Inexpensive and effective but we very
much fear that politics will be played and it will not be
adppted
Recently a prominent banker of this section T. E-
Powell of Balrd stated that one eighth ot ono. per cent
on the tbjk. of national banks would pay all the losses

that have come to depositors .and this Is so small that
the banks could Afford to pay ltton times over because
such a guarantee would mean so 'much more money on
deposit that their Increased business .would pay tho guar-

The Baltimore American the- Washington Post) the
New York World arid other papers who were responsi-
ble for the "safe and sane" campaign of Parker are en-
gaged in the task of discrediting Bryan before the public
and the San Antonio Express is repeating tholr editorials
it' Is a waste of space in tho Texas paper but tho north-
orn papers are; making republican votes and wo presume
that they know w'ha't'they at;e doing and why they aro.ido-

Winter this country wlll .make a great drop' next summer.
Winter rains are almoBt absolutely essential to ga'pil
summer crops' while' freezing wcathor for a few moflfliB
is of next greatest importance. Rain snow and'ico
are what we need from Decohibor to the end of Februr
ary.
When driving along the street it would show your
respect for the rights of others for you to check up when
passing depestrians on the crossings and not to covdr-
them with mud. Clothing costs money and money Is
scarce. Think of this when driving.
