AUSTIN Sept. 27. Railroad Com-
missioners Colquitt and Williams to-
day signed the formal orders instruct-
ing the Attorney General to bring suit
fo" penalties against the railroads en-
tering Dallas and Hlllsboro for non-
compliance with tha order of tho Com-
mission to submit plans and erect do-
pots at these points. Copies of the or-
der wqre forwarded to each road In-
volved In the mind of Mr. Williams there
was somo d'ouht as to whether or not
the Commission should Instruct nctlpa
agulnst the roads entering Dallas until
the time that tho roads must complete
the union depot had expired. While
tfie. tlmo for filing plans expired last
August the tlmo for orecting the. de-
pot has not expired. Howovor he
signed the order as he thought that
action should be taken If possible. '
In the Attorney Goneral's Depart-
ment littlo attention was paid to the
matter as the order for tho suit reach
ed the department late. However it
