If the pmsent City Council end find a way to furnish
.Abilene an unquestioned water supply it will liavo done
tho city a service long to lie remembered. Gentlemen that
Is the one job botoro you. The people to a man are
ready to do what lit renuhed of them.

It may not be Tight to fight and doubtless is not but
vo can hurdly refrain from saying hurrah for that plucky
Methodist preacher who gave a street car conductor a
ond thrashing in Houston for mistreating a lady pas-
eenger. It Is good to know (hat the spirit of the old south
'till lives if wo do see It seldom.

Back to the farm wo must go for all real prosperity
nnd we say It Is time We give the farmer sonie of the
pleasures Of life.' The least wo can do is to give out-
farmers good roads to haul their crops to market over.
Save them every expense possible hi the ivay of wcur
and tear on their loams and Wagons.
For thirteen or fomtcen years 1-ytle Lake furnished
Abilene an'ubuntlant supply of water for all purposes
nnd taut meant that during the summer months-wo had
to hate a million two hundred and fitty thousand gal-
lons a day. but prndeiicg says get a. bigger supply. The
wat; nvord of The Reporter Is a new billion gallon reser-
voir added to tho present supply.
It was not Abileno's fault that she' got short on water
this time but it will bo If the thing ever occurs ngaln. No
man or city is excusable for acting tbo fool tho Bame
-way twice. Tbo Importer does not beltovo that Abilene
will over again be short on water. Let us build and build
coon a new reservoir that will bold not less than a bil-
lion gallons of water
Only ten indiu days before tho good roads bond issue
is to bo settled at tho voting boxes; A whirlwind fin-
Jshlng campaign should bo mado for tho measure by those
Tavoilug tho proposition. Tho measure Is being oppos-
ed not loudly but quietly by determined qppononts nnd
this kind of work Is always effective regardless of the
merits of tbo Issue. "involved.
Once moro it is muddy and ngaln In the course of'hu-
jnan events tho importance in fact ljercsslty for good
.sidewalks Is emphasized. The city should do Its small
part In encbninglng the orectlob of walks by linking
thoso already hullt with good street crossings and fur-
ther let If ho understood thai the municipality is over
ready to do this much when enterprising citizens signify
their willingness to put down tho sidewalks.
Chicago h)s established a special school for training
policemen lit tbo art of handling criminals Sbq thus
hopes to havo the mo3t thoroughly trained police force on
tbo Amorlcnu continent. Without reflection on nny city
vr set of officers as wo sco tho situation the thing that
most cities need above another is to ?et hold of policomen
vbo will not become parties to crime for pait of tho
spoils .

lug throughout tho United Slates similar to tho Hyrttoinn
which havo been adopted In Franco and Grcnt Ilrltaln
whero th hlghwaya decrease tit width according to tho
traffic. From my observation tho roads In this country
(Specially throughout tho nolith are too wide and lack
the requisite depth of foundation necessary to Insure
I'ormauency "
Tho plan of some road engineers of providing a foun-
dation of only a fow Inchoa for road pavements Is radical-
ly wrong snyB Mr. Jones who finds that tho roads In
England though tho narrowest aro tho hest
RondB with shallow foundations aro moro exponslvo
in fho long run because they cost mora to ninlntnln and
must bo rebuilt In a short time.
Experiments In roadway construction nro boing con-
ducted by tho Roynl Club of Groat Britain tho Automobllo
Association of London and the Touring Club of Franco
to tho end of devising tho best typo of roadwny. in this
public-spirited work they aro being aided hy their re-
spective governments.
The road along tho Riviera in southern Ernnce being
constructed by tho Touring" Chili of Franco will bo whon
.completed tbo finest stretch of roadway In tho world.
Tho recommendations of Mr Jones may bo applied
locally to Georgia Too many counties attach too much
Importaneo to wide rathor than hfavy load construction.
Of course a roadwny should correspond to tho volume
of travel which passes over It but an eighteen or twenty-
foot country roadwny Is abundantly wide enough for all
ordinary uses. Two wngons or antos can pass each oth-
er with pcrfoct freedom with several feet or fr'0 space.
Roads with good deep solid foundations should be
tho aim of road engineers and. highway commissioners
throughout the state. 1
In this connection the meeting each year of the men
having cbnrge of road construction "by furnlsbijig oppor-
tunity for a full and free exchange of ideas lias becn
and will continue to bo of Invaluable assistance.
The prison commission of Georgia should take tbo lead
in tho work and use ovoi'y effort to keep up Interest in
thoomployment of convicts to the best advantage on thq
public rpadB of tho Btate. Through tho machinery at
the disposal of the commission they are enabled to lend
great aid In tbo crusade1 for good toads. -1
System cooperation coordination Is needed in Georgia.
The aifn sliould be to work toward the construction ot
main highways first and then lateral highways connect-
ing with tho juuln trunk lines
Ry this means each county which aids in tho construc-
tion of a main state highway secures part of the benefit
of all the work In all tho other counties penetrated.'
Tho ciusado is now fairly under way nnd will continue
until all states are gridlroued with a wcllestabl!shcd
bystem of paved highways.
Hut while tho work is being done it ought to bo don"
right Atlanta Constitution.

3IOUE AltUIJT flOOD ROADS.
Tho good roads movement continues to ho a subject of
vital interest lo a large number of our people. Somo good
men "are fighting thp proposition and doing it because
they honestly b(Miee tho bonds should not be issued
rnd then there aro a good many who aie fighting It
simply because they want to keep from paying the tax.
There ate all 'kinds of moil In this world and The Re-
porter would not seem to speak disparagingly of any one
but' when wo hear soniQ follow barking against issuing
these bonds and building good roads we can't help but
t'gel they have sin nxe to grind. There are many people
tr this world and somo of them right here in Abilene who
aro glad that we havo short crops and that many of Our
goad people are haul run becauso 'they havo money to
loan dnd this gives thorn an opportunity to charge 25
and oven 50 per cent for It. And then others are. glad
the conditions are us they aio houtuso they want to Duy
farms and the homes of honest people at shamefully low
prices. These two kinds of people of course are against
tho bond Issue. Say what you pleas hut the people
who have good roads and havo Issued bonds to pay for
them are tho most enthusiastic in tholr praise. They
know what good roads mean to any country. Good roada
will save you money every day In tho year and there nev-
er wns a bettor tlnie for us to build thorn than right now.
Pome have snid Abilene will get nil of the money. It Is
r? fact that not one dollar of tho money can ho spent In
Abilene The Reporter bolloves that County Judge Dled-
soo and his 1 splendid court can bo depended on to use
the money honostly .and properly Where It will do the
most good.
Now that tbo rains havo come and have lilled our lake
nnd ended a drouth Mich as tho country has not exper-
ienced In many years and by the way ono that hns ex-
tended all over Texas we shall hopo that tho black lies
that have been told on Abilene will cense. AVo have en-
joyed tho most healthful summer for many .years and
have never been without an abundant supply of good ar-
tificial lake water for all purposes except Irrigation
Buildings of nil kinds including tho laying of cement
sldo walks etc havo gone on without Interruption nnd
tho water supply has not been within 90 dayB of giving
out for AUj domostlo purposes. The council had to stop
Irrigation from tho city mains but thero'waa a crock Jn
fho very HmltB of tho town from which all citizens
could haul all tho water thoy desired for iso on their
laVns and trees.' Fort Worth had ordered that Water
herBhut off for Irrigation purposes many times Including
lnst' year nnd this. Dallas hag dono tho Bamo and many
other smnllor Texas towns and no startling stories wbro
circulated about tho dire and soro trials of tho people
who'Inhablted them. Wo are hoping for a rest from these
BOiis of nnuulas and wo hope if tho 'story Is true that
laiijo school men who have am Idea that they nro com-
petitors of our Colleges aro responsible for these Jles
Hint they will get their 'schools on a higher plane Where
they will notnqed to resort to such low mean miserable
(nctlcs to get students.
Ttftlo Lake 1s full and running over nnd to look at it
rho looks awfully good and that t )s an uniple supply for
nny year but In times of plenty we Should prepare for
war. Right snu whllo wo havo an abundance or water
is the time to build a new lake that cannot run short
