date of publication of this ordi-
nance, it shall be unlawful for any
person, firm, corporation or com-
pany, to use or operate, or cause
to be used or operated, any loud
speaker or amplifying system, or
any device which will increase the
volume of the normal human voice,
within the City Limits of the City
of Atlanta, Texas, whether the
' same be used for amplifying mu-
sic, speaking, or any other sounds,
! without first having procured from I
i the Mayor of said City a written j
| permit authorizing the use of said
; speaker or system for a specified
j purpose, at a specified time and
j place to be named in such permit.
2. Any person, firm, company,
I or corporation found guilty of any
J violation of this ordinance shall be
fined not less than ten dollars nor
| more than one hundred dollars.
| 3 The fact that the general
! peace, health and interests of the
public are being threatened, dis-
turbed and impaired by the un-
reasonable use of said speakers
and amplifiers creates an emergen-
cy and an imperative public neces-
sity that the rule requiring that
ordinances be read at more than
one meeting be suspended, and said
rule is hereby suspended and this
ordinance shall take effect and be
in force immediately upon its
publication.
