PHYSICAL EXAM BEFORE
SCHOOL
With the report of 77 new
eases of chicken pox, 11 cases of
diphtheria, 320 cases of measles,
75 cases of polio, and 199 cases
of whooping cough occurring in
the state in the week between
July 10-17, Dr. George W. Cox,
State Health Officer, has made
an appeal to all parents to have
their children undergo a thorough
physical examination before en-
tering school next month.
The appeal was made to coin-
cide with the announcements of
the various opening dates of
schools throughout the state.
"It is a medically established
fact that a child's health has a
direct bearing on his progress in
school," the health officer said.
"It is no Longer sufficient to pro-
vide the child /A'ith books and
new fall clothing. Today we real-
ize the health factor must be con-
sidered if the child is to reach
his optimum level.
Dr. Cox said that since the child
spends most of his time indoors
with large groups of children, it
is imperative that he be immun-
ized against communicable dis_
eases when such protection is pos-
sible. The spread of such diseases
is facilitated in COttjested class-
rooms.
He said the examination should
include a dental check-up an in-
spection of the eyes, ears, nose
and throat. The best health insur-
ance for any child is constant su-
pervision by the family physician
and dentist.

Constitution of Texas to provide
that no ad valorem tax shall be
levied for State general revenue
purposes after January 1, 1951,
and authorizing the several coun-
ties to.levy additional ad valorem
taxes for certain purposes, pro-
viding for a Three Thousand
Dollars ($3,000) residential home-
stead exemption, and providing
for tax levies in counties having
tax donations; providing for sub-
mission to the qualified electors
and for the necessary proclama-
tion by the Governor.
Be it resolved by the Legisla-
ture of the State of Texas:
Section 1. That Section 1-a of

Article VIII of the Constitution
be amended so as to be and read
as follows:
"Section 1-a. From and after
January 1, 1951, no State ad va-
lorem tax shall be levied upon
any property within this State
for general revenue purposes.
From and after January 1, 1951,
the several counties of the State
are authorized to levy ad valorem
taxes upon all property within
their respective boundaries for
county purposes, except the first
Three Thousand Dollars ($3,000)
value of residential homesteads,
not to exceed thirty cents (30c)
on each One Hundred Dollars
($100) valuation, in addition to
all other ad valorem taxes au-
thorized by the Constitution of
this State, provided the revenue
derived therefrom shall be used
for construction and maintenance
of Farm to Market Roads or for
Flood Control, except as herein
otherwise provided.
"Provided that in those coun-
ties or political subdivisions or
areas of the State from which
tax donations have heretofore
been granted, the State Auto-
matic Tax Board shall continue
to levy the full amount of the
State ad valorem tax for the du-
ration of such donation, or until
all legal obligations heretofore
authorized by the law granting
such donation or donations shall
have been fully discharged, which-
ever shall first occur; provided
that if such donation to anp such
county or political subdivision is
for less than the full amount of
State ad valorem taxes so levied,
the portion of such taxes remain-
ing over and above such donation
donation to any such county or
political subdivision is for less
than the full amount of State ad
i valorem taxes so levied, the por-
tion of such taxes remaining
over and above such donation
shall be retained by said county
or subdivision."
Sec. 2. The foregoing Constitu-
tional Amendment shall be sub-
mitted to a vote of the qualified
electors of this State at an ekc-
;ien to be held on the date fixed
by law for the Genera! Election
in November, A. D. 1918, at which
all ballots shall have printed
thereon "For the . Constitutional
Amendment of Section 1-a of
Article VJII of the Constitution
of the State of Texas to provide
that no ad valorem tax shall be
levied for State general revenue
purposes after January 1, 1951
and authorizing the several coun-
ties to levy additional ad valorem
taxes, providing for Three Thous-
and Dollars ($3,000; residential
homestead exemption, and pro-
viding for tax levies in counties
having tax donations," and

Each voter shall scratch out on-.-
of said clauses on the ballot,
leaving the one expressing his
vote on the proposed Amendment.
In counties or other subdivision
using voting machines, the above
provision for voting for and
against this Constitutional
Amendment shall be placed on
said machine in such a mariner
that each voter shall vote on such
machine for or against the Con-
stitutional Amendment.
Sec. 3. The Governor shall issue
the necessary proclamation for
said election and have the same
published as required by the Con-
stitution and Laws of this State.
