. Despite the heat haze of a
Washington Indian Summer often
credited with driving men crazy,
the Federal Trade Commission
continues to toil manfully, piling
trivia upon trivia.

The latest FTC crackdown
reaches a new record in trivia,
as exemplified
by FTC Stipu-
lation No. 8188.

Gotham Hob-
by Company
sells materials
to. toy model
builders. A
popular item
is a tiny semi-
diesel engine
to propel mod- c> w< Harder
el airplanes or boats for $2.95.
* • *
But no longer can this small
company advertise the tiny en-
gine for hobbyists as "complete"
because It does not come equip-
ped at the price of $2.95 with a
fuel tank, or with a flywheel or
propellor, the FTC rules.
* ♦ *
Of course, when big heavy
duty full size Diesel engines are
sold, they are priced without a
fuel tank, or propellor.

It is not known how many man
hours ai government expense
were wasted in this effort.
* * *
The motto of the FTC seems
to be, "Neither hail, nor sleet,
nor storm will stop us from pur-
suing trivia, but on major mat-
ters we rest".

FTC has already investigated
the strange monopoly tie-ups ex-
isting between auto "bigs" and
a few tire and accessory makers.
* * *
But no action has been taken
on this major matter.
* * *
A nine year FTC study re-
vealed that one auto giant
showed a 7.18% profit on cars;
a walloping 24.85% profit on ac-

cessorles, Including the spare
tire, a monopoly of big rubber.

The public suffers two ways.
• * *
One Is that this volume of
business on accessories and tires
is shut off from the Independent
dealers. The second is the public
pays higher hidden prices for
these accessories than an inde-
pendent dealer charges.

One thing that may come out
of the probe of failure to enforce
anti-trust laws by Sen. John
Sparkman's Senate Small Busi-
ness Committee is that too little
men hold down too big jobs.

For example, the Wage Sta-
bilization Board announces it
will not advise during negotia-
tions what limits of wages the
government will permit.
* ♦ *
Reason given is that if the em-
ployer grants a higher wage than
permitted, workers become an-
gry with the Wage Stabilization
Board rather than the employer.

Object of the order is to in-
sure that if labor is to be angry,
the anger should be with the
boss, never the bureaucrats.
* * *
However, the Wage Stabiliza-
tion Board, simultaneously an-
nouncing appointment of the new
deputy executive director, prob-
ably unwittingly sheds light on
why bureau orders reflect so
little maturity.

The job Is now held by an M.
J. Cooper, who graduated from
Yale Law School in 1948 and had
a whole two years of private
business experience before join-
ing the bureau.

His opposite number in the
FTC probably arrived at the
toy diesel engine ruling.
* * *
Such deep experience in the
world surely qualifies a bureau-
crat to rule on toys.

Leach and children, Helen Mark-
ham and W. R. Donaldson of Dal-
las.
Mr. and Mrs. J. D. Brown were
recent visitors to Fort Worth.
Mr. and Mrs. Roy Drain and
daughter, Mrs. Manning and little
Mike of Dallas, stopped for a visit
with Mr. and Mrs. Kindle Sunday.
Rev. Zircle of Dallas is conduct-
ing a revival meting at the Com-
munity church . The meeting will
continue throught November 4.
Visiting with Mr. and Mrs. Mar-
vin Moore last week were Millard
Moore of Amarillo, Mr. and Mrs.
Seaborn Moore and Mrs. Ethel
Montgomery of Muleshoe, and Mr.
and Mr. and Mrs. Harvey Moore
