LEO SPERLING
Funeral services for Leo
Sperling , 67, of Grand
Prairie, were to be at
2:30 p.m. Friday In the
Southland Funeral Chapel,
Grand Prairie. Burial
was to be in Grove Hill
Memorial Park.
Mr. Sperling died Wed-
nesday at his home.
He was a farmer and was
active In farming organi-
zations. In 1953 he was
named Dallas County Far-
mer of the Year.
He was born In Rowlett
and had been a Grand
Prairie resident 32 years.
He was a member jf the
Supper Club of Dallas and
the First Christian
Church of Grand Prairie.
He was a former presi-
dent of the Florence Hills
School Board.
Survivors include his
wife, Mrs. Ila Fay Sper-
ling; three brothers, Au-
gust Sperling of Dallas,
Frank and George Sper-
ling , both of Rowlett,
ana two sisters , Mrs.
Charles Merritt of Row-
lett and Mrs. Roddy
Groves of Wvlle.

Highway Sign Owners
Must Obtain Permits
Owners of advertising
signs along Interstate,US
and major State - num-
bered highways have un-
til December 31 to apply
for permits required un-
der the Texas Highway
Beautification Act.
The act controls all out-
door advertising signs
from the largest sign -
board to the smallest sign
hanging from a fence a-
long the right of way line.
The Texas Highway Com-
mission established the
deadline under the legis-
lation which became ef-
fective on June 29. The
act requires that no per-
son may erector maintain
a sign within b60 feet of
an Interstate or federal-
aid primary highway in
Texas without a license
to engage in outdoor ad-
vertising.
In addition to the license,
the sign owner must have
a permit for each sign
he has now or which ne
plans to erect.
On - premise signs—
those advertising activi-
ties conducted on the pre-
mises and those offering
the property for sale—
are exempt.
The act will be im-
plemented In stages. The
first stage requires the
owner of the sign to ob-
tain a State license and
post a bond. The license
fee is $25 and the license
Is valid for an indefinite
period.
The license application
must be accompanied by
a bond in the amount of
$2,500 for each county in
which signs are located,
or a maximum bond of
$10,000 for owners with
signs in more than three
counties.
Both license and bond
form applications may be
obtained by writing the
Right of Way Division,
Texas Highway Depart-
ment P.O. Box 5075
Austin, Texas 78763.
After obtaining a license,
the owner is required to
obtain a separate permit
for each existing and new
off-premise sign on the
affected highways. Sign
permit application forms
can be obtained from th'e
Right of Way Sections of
the Highway Department
district offices.
For each sign permit re-
quired, the owner should
submit an application ac-
companied by a check or
money order for $5 to the
Highway Department dis-
trict office for the county
in which the sign Is ly-
cated. If the permit ap-
plication Is for an existing
sign, the Highway Depart-
ment will cneok to see if
the sign conforms with
the Beautification Act.
Permits now will be is-
sued for signs in place
prior to June 29 even
if they do not conform to
the law. They will be per-
mitted to stay in place un-
til programmed fir ac-
quisition or removal.
Permits for new signs
will not be issued unless
they conform to the law.
Anyone planning to put
up a new sign on the con-
trolled highways should
check with the Highway
Department district of-
fice in his area before
doing anything, to deter-
mine if the proposed sign
location conforms to the
law.
The Highway Department
also has begun removal
of abandoned and illegal
signs on controlled high-
ways. An abandoned sign
is one in which the owner
no longer claims any in-
terest. An Illegal sign
Is one which Is located
on private property with-
out permission of the pro-
perty owner. Property
owners on the affected
highways with such illegal
signs should contact the
Highway Department dis-
trict off ice.
