or chocolate while a piece of bread
costs '$1. As much as 50 in the old
paper issue is demanded ' in some
sliops for a pound of butter. The edi-
torial as contemptuously and as bit-
terly as It speaks of the Americans
has even harsher terms for the mer-
chants and speculators. A news story
given a place second in importance
only to the assault by the mob on the
American consulate in Chihuahua
City bears the lines:
"'The people cannot stand the abuses
of the commercial coyotes."
It then tells of a delegation of wom-
en going to the mayor with a peti-
tion of grievances against the exploit-
ers of the workeru. In its issue of
June 10 La Reforma tells a story of
misery and suffering among-the peo-
ple "who are unable to afford medi-
cines. Meanwhile agitators against the
Americans seem to grow virulent. In
a meeting organized by a - patriotic
league a -speaker named Colonel Iza
qulrre declared:
"In case of a fight the Yankees will
bite the dust beneath the feet of our
warriors of black hair black eyes and
eagle glance."

AUSTIN 'June 15. At the" meeting
of the University of Texas Law As-
sociation held here the joint resolu-
tion introduced in the state senate in
1013 by Senator Horace Vaughan
proposing an amendment to the state
constitution on court reform was pre-
sented to the association for adoption
by Judge L. M. Dabney of Houston
who spoke in advocacy of the propos-
ed amendment.
This joint resolution passed In the
senate in 1013 but failed to reach the
house in time for action. .Members
of the association attending the meet-
ing appear quite favorable to the
measure and It is lively it will be
adopted and submitted to the next
legislature for action.
The -proposed amendment provides
for one State Supreme Court .to con-
sist of not fewer than 15 judges -elected
by "the people for overlapping
terms of 10 years.

SAX ANTONIO June 15 The de-
cision of the lower court la the so-
called "chicken salad case" was af-
firmed in an opinion handed down
Wednesday by Chief Justice Fly of the
Fourth court of civil appeals. Under
this ruling State Comptroller H. B.
Terrell is restrained from paying for
chicken salad punch and other edibles
consumed at a reception given by for-
mer Governor O. B. Colquitt Just be-
fore his retirement from that office.
The suit was brought here from
Travis county on a transfer. In his
decision Justice Fly holds that the
state constitution of 1S73 was design-
ed specifically to promote economy in
the conduct of state affairs and that
It never was contemplated that the
state should pay the grocery bills for
the supplies used at the governor's
mansion. Under this decision the. bills
for this reception amounting to about
$127 will have to be pafd by former
Governor O. B. Colquitt unless the
case is reversed in an appeal to the
supreme court.
