Q. If you have a car wreck on an interstate
highway in a city, which police would investi-
gate the accident?—B. L., San Antonio
A In most instances municipal police handle inves-
tigations on interstates within city limits. However,
you may notify any police agency and give the loca-
tion of the accident. The responsible agency will be
dispatched to the scene.
Q. Is a flashing red light at night the same
as a 4-way stop on a regular stop sign?—
N. B., Austin
A. Yes. A flashing red light, day or night, means
that you must make a complete stop until it is safe to
continue. Yield the right of way to vehicles on your
right.
Q. Daily I meet drivers who make left turns
by first stopping in the intersection, then sig-
naling me to make my left turn on his right.
Isn't turning in this manner dangerous?
Neither of us can see oncoming traffic through
the other car.—G. R., Houston
A. The safest way to make a left turn is to imagine
an X in the middle of the intersection. Each driver
then turns to the left of this mark. By making tangent
turns, drivers can avoid forcing others to maneuver
around them, thus tying up traffic.
Q. Is it courtesy or law to stop for a funeral
procession?—T. K., Midland
A. Texas law does not require motorists to stop for
funeral processions; however, some other states have
laws granting funerals the right of way. Allowing
members of a funeral procession to pass uninterrupted
is considered a gesture of courtesy.

Rock Gardens
A better-looking garden can
be little more than a stone's
throw away if you turn your
stones into a small rock gar-
den. A successful rock garden
recreates the natural beauty
of mountainslopes—in minia-
ture. For small gardens, a
scree—a bed of stone chips-
provides an easily constructed
setting for rock plants.
EVEN THE SMALLEST
GARDEN can usually
find room for a love-
ly little rock garden.
A slightly inclined site is
best, and it should be located
at the base of a rocky out-
cropping, as in nature.
A good guide to creating a
scree can be found in the new
Reader's Digest Illustrated
Guide to Gardening, available
in bookstores and full of
useful tips, lovely illustrations
and handy diagrams. It sug-
gests you dig a two- to three-
foot hole and put in a
six-inch layer of drainage
materials. Cover with coarse
compost or leaves and fill the
rest of the hole with stone
chips, peat moss and soil. In
this you can plant tiny rock
jasmine, leafy rock cress,
flowing arenaria, slender
armeria, starry campanula,
delicate edelweiss, rose purple
campions, dainty forget-me-
nots, and lots of other
lovelies.
