Meeting opened at 7:30
p.m. with all members
present with the exception
of Councilman Staples.
Marcus Pritchett, General
Telephone representative
presented the council with
a 3 year franchise agree-
ment. Mr. Pritchett stated
that they (GTE) could not
find in their files an agree-
ment with the City of
Sachse.
Pritchett said that in
the new franchise GTE
would pay a 4% tax instead
of the 2% which the city
was receiving. In 1979 GTE
paid Sachse $1,575 for
gross receipts and $516.00
in property taxes.
Mayor Roan brought to
the attention of GTE a
letter from the City
requesting that Sachse
residents be listed in the
phone book separate, the
same as Rowlett. Council-
man Mardis stated that
"Sachse needs it's own
identity." Bob Stewart,
GTE representative stated
that this would run into
a problem because 495
numbers are not in Sachse
only, that some are in
Garland, and it just could
not be done. Mr. Stewart
said that this request would
be noted and returned to
the engineering department.
No action was taken by
council at this time but
it was noted that the
new franchise was for three
years only and Mrs. Ann
Holman, City Secretary
stated that Sachse did have
on file an agreement with
GTE. The new agreement
will be given to the city
attorney for study.
Harold Hodges, property
owner on Getha Lane
requested that the city
provide a sewer line to
three lots on Getha Lane
as homes were wanting
to be built.
A lengthy discussion was
held on this sewer line.
It was agreed that the
city would run the line
and the property owner
would pay for approxi-
mately 803 feet of line
at $3.00 per foot.
Mayor Roan suggested
that a letter be sent to
Mr. Hancock and Mr.
Schwenk stating that the
property needed to be
platted before any more
lots were to be sold on
Getha Lane and approved
by Planning and Zoning.
Council approved Mr.
Hodges, request of .803 feet
of sewer line only after
he presents it's plat plan
to Planning and Zoning
and it is approved.
Councilman Anderson
asked that Ordinance No.
122 be amended to change
the dollar amount only
on pro-rata for water and
sewer. Ordinance No. 277
will change the rate to
$3.00 per foot.
Joe Stone asked if this
would include the already
existing line which had
been installed at the cheaper
cost. "This ordinance will
change this rate only, the
attorney will have to make
the wording changes," it
was stated.
Ordinance No. 277 was
approved.
Dallas Library contract
for the next fiscal year
was asked to be approved.
It would be the same
as in the past. Council
approved.
Adjourned 8:22 p.m.
SEPTEMBER 22, 1980
Meeting was opened at
7:30 p.m. by Mayor Roan.
All council members were
present.
Bills were presented for
approval for payment.
Mayor Roan explained that
one from NTMWD was
for excess water usage over
Sachse's contract. The
contract, January through
August was for 54 million
gallons and 71 million
gallons had been used.
Councilman Anderson
questioned why the city
should have to pay for
road repairs on Murphy
and Ben Davis Roads, which
are county roads. All bills
were approved for payment.
Sally and Juan Olivo
requested a special use
permit for a produce stand
to be located on Highway
78 near Ben Davis Road.
Mayor Roan recom-
mended that it be denied.
Council voted to deny the
permit for a produce stand
to the Olivos.
Councilman Anderson
stated that operation at
the oil storage tanks at
the end of Baily Road
had started again and
wanted to know if some-
thing couldn't be done
about it. He said that
load limit signs had been
posted on Williford Road,
and that he did not know
if it was the job of the
Sachse Police Department
to stop it or someone
elseg.
The city engineer will
be contacted on the matter
for his advise.
Fire Chief, Joe Stone
presented the council with
the annual contract for
fire service from Dallas
County. It will be the
same as it has been in
the past, Stone said. Three
thousand dollars plus run
money in the unincorpor-
ated areas of the county.
Contract will be from
October 1, 1980 through
September 30, 1981.
Council approved the
contract.
Councilman Anderson
brought up the subject
of the city's engineer.
Anderson said that he had
attended the last Planning
& Zoning meeting and that
the engineer was not
present.
Charles Smith, a member
of the P & Z spoke for
the committee, saying that
the engineer had not
attended any meetings in
some time, but that in
most cases an engineer was
needed at the meetings so
that no errors would be
made.
Mayor Roan explained
that the engineer for the
city had moved to Austin,
but felt sure that Sachse
could get someone from
his firm and that an
engineer would be present
at the next P & Z meeting.
Ordinance No. 278
adopting the final budget
for fiscal year beginning
October 1, 1980 was
approved.
Councilman Anderson
presented a set of specifi-
cations for a new pick-up
truck for the water depart-
ment. Council approved the
advertising) for sealed bids
for a truck for the water
department.
Mayor Roan read a letter
from the City of Garland,
which stated that effective
November 1, 1980 that
they would decrease by
18.4% their charge for
processing Sachse's sewage
waste water.
Mrs. Ann Holman, City
Secretary & Tax Collector
presented the 1980 tax
roll. Mayor Roan said that
he wanted to compliment
and thank Ann for the
long hours and hard work
which she had put in
on the taxes this year
and that she had done
a great job.
Mrs. Holman said that
Sachse now had for 1980,
108 parcels in Collin
County and 910 parcels
in Dallas County for a
total of 1018 parcels of
land (parcels are lots and
tracts of land) within Sachse
city limits. These 1018
parcels are valued by Sachse
at $9,994,800.00.

Mrs. Holman stated that
Sachse has 7 claiming
veterans exemptions and
40 over 65 years old
claiming exemptions.
Sachse's tax base is 75%
of valuation. This brings
the total taxable property
to $9,861,800.00 for an
income of $73,963.00.
Council accepted the tax
roll.
Last item on the agenda
was levying taxes for the
current year.
Councilman Bailey
explained that the budget
was about the same in
the past except that one
big thing was the $45,000.
for water and sewer line
improvements, and also that
Sachse now has tne police
department which they did
not have in the past and
a payment on the fire
station.
After discussion council
decided that in order to
fund the approved budget
that the tax rate would
have to be raised by 15
cents per one hundred
dollar valuation.
Council passed and
approved Ordinance No.
279 levying the Ad Valorem
taxes for the year 1980
at a rate of 75 cents per
one hundred dollars
($100.00) assessed valuation
on all taxable property
within corporate limits of
the city as of January 1,
1980. With 31.4 cents for
the purpose of defraying
current expenses of the
municipal government and
43.6 cents shall be applied
to the payment on the
outstanding bonds.
