To Assist Brian Gillis
Brian Gillis, 16-year-old
Sachse spastic cerebral palsy
victim, underwent a revolu-
tionary operation on Wednes-
day which may allow him to
walk for the first time.
The breakthrough surgery's
estimated $20,000 cost, plus
scores of additional medical
fees during recovery and the
pricetag for 18 months of ex-
tensive therapy, is causing a
monumental burden on his
family's finances--and will for
years to come.
"The six-hour operation was
basically a must-do-now, if
ever, situation for Brian.
Chances for obtaining posi-
tive results from the surgery
are unknown because of his
age. He's the oldest patient
to undergo the remarkable
procedure," explained Debra
Gillis, Brian's mother.
"The operation's incredible
success rate has been
established on younger
patients," she said.
The recently-developed sur-
gery, called selective poster-
ior rhizotomy, reduces the
amount of spastic nerve
impulses relayed to the brain
and, in many cases, makes it
possible for the person to
move, stand, and even waik
more normally.

The procedure, pioneered
by a University of Cairomia at
Los Angeles Medical Center
physician, calls for severing
certain nerve fibers in the
lower spinal canal so nerve
impulses controlling muscle
action are balanced. Some
120 cases have been success-
ful, and there are no failures
on record.
Medical City in Dallas is the
only hospital in the area
offering the operation. Dr.
Derek Bruce led the team of
physicians attending Brian.
Because Brian's condition
has been labeled "pre-exist-
ing" by the family's insurance
company, the insurance will
not cover the surgery. And it
will be at ieast 60 days befoie
it is known whether Brian is
eligible for any federal funds,
such as Social Security. If the
family income does not fall
within pre-set federal
guidelines, no federal funds
will be available.
A special account, called the
Brian Gillis Fund, has been
established at the First
National Bank of Sachse,
6600 Murphy Road. Dona-
tions should be made to the
account. The bank will handle
the payments to the medical
personnel and facilities.
Brian is a junior at Lakeview
Centennial High School.

The City Council is busy
analyzing the budget for
1988-'89. Revenues for the
last half of l987-'88 budget
year are substantially off
because of a large number of
delinquencies in the ad valor-
em taxes and fewer building
permits and fees than expect-
ed.
As mayor, I am confident
that our city is headed for
much improvement in all of
the areas of city revenue,
however, I am a die-hard
pragmatist when it comes to
forecasting revenues.
The question at hand is:
"When will the economy of
our city get back on track?" I
do not believe we can
forecast any improvement
from the current year. At the
same time, there have not
been any indications of a
worse year coming.
We must be committed to
preparing for a worse year as
best we can, hoping we have
at least as good a year as the
current one. If the city has a
better year than this year, we
can enjoy the rewards.
Our budget meetings will be
many and often over the next
several weeks. As always,
our meetings are open to the
public. Citizen participation is
often vital to the success of
the budgeting process.

last week, four criminal cases
were filed.
Fines totaled $271.15.
One writ of execution (civil)
brought in $65.
Five fines were paid for
Dallas Public Safety; two,
Collin County Sheriff's Office;
and one, Park and Wildlife .
Court did not convene.
