Council approves city purchase card agreement

A city of Sachse purchase card
policy and a purchase card agree-
ment with J.P. Morgan Chase Bank
have been approved by the City
Council.
"During the last year, the depart-
ment heads and the city manager
I have been discussing the benefits of
joining the State of Texas
Procurement Card Program." City
Finance Director Alan Dickerson
said.
"The purchasing card program is
designed to provide a more efficient
means of making routine purchases
and payments by reducing paper-
work, allowing for more control and
responsibility at the department level
and streamlining the purchasing
cycle."
Dickerson said he furnished
Council with a policy manual which
outlines the benefits of the program,
describes the responsibilities of card-
holders and fiscal managers and enu-
merates the program's policies.
"Cardholders use the purchasing
card to purchase allowable goods and
services, but billing and settlement
are centralized," he said.
"All transactions arc loaded into
the accounting system. Ihus reducing
the need for purchase requisitions,
petty cash, invoices and vouchers."
Officials said to ensure proper
account information, the cardholder
and unit administrator will routinely
review transactions and make needed
adjustments to accounting codes and
descriptions using a Web-based
application.
Officials said the program will be
beneficial because it will:
• Streamline the processes for
small dollar orders and payments.
• Enable employees to be more
efficient and focus on their core mis-
sions.
• Reduce paperwork and process-
ing time in the employee's depart-
ment as well as in ihe procurement
and accounting department
• Provide cost savings through
consolidated payments (one monthly
payment to MasterCard versus multi-
ple vendor payments).
"Responsibility for financial con-
trol and stewardship of the purchas-
ing card program rests with each
department," Dickerson said.
"The department is responsible for
ensuring that each cardholder is per-
forming their purchasing duties with
competence and honesty and for
monitoring the effectiveness of the
accountability structure.
"Any fraudulent activity is cause
for immediate suspension or termi-
nation."
City Manager Allen Barnes said
through out the state of Texas and
across the nation, many public enti-
ties have engaged in the use of cred-
it cards for the procurement of oper-
ational supplies and services for the
purpose of streamlining their pur-
chasing practices in order to gain
greater efficiencies in daily opera-
tions.
"The main purpose of the procure-
ment card program is to provide the
city with an efficient and controllable
method of making small dollar repet-
itive purchases," he said.

luncheon

The Chamber of Commerce is
inviting the community to their
annual holiday networking lun-
cheon at 11:30 a.m., Dec. II in
Northplace Church, formerly
named Sachse Assembly of God.
The church is located at 2709
Third Street.
Members and guests will be
treated to a special holiday perfor-
mance bv the Madrigal Singers of
Sachse High School.
Under the direction of Josh
McGuire, the popular group
promises a show-stopping perfor-
mance.
Pastors from the community have
been invited to give a brief presen-
tation regarding their Christmas
schedules.
"This is a very popular luncheon,
and we hope that everyone will
make their reservations early,"
Chamber Board Chairman Leonard
Lynskey said.

the card will be used in place of petty
cash and small regular purchase
orders where sales are made over-
the-counter through pre-arranged
authorized vendors whereby invoices
and monthly statements are generat-
ed and a payable* created to the city
as obligor."
Barnes said staff recommended
approval of the program and the con-
tract through the State of Texas
Procurement Card services with
JPMorgan Chase Bank.
"There is no cost to the city to get
into the program, and there are
approximately 240 public entities in

Fire chief
advises
holiday
safety tips

Fire Chief Doug Kendrick has
announced his annual list of tips to
help make your holiday season safe
and stress free.
"I always get asked about buying
a real tree vs. artificial; of course for
safety sake both have advantages
and disadvantages." Kendrick said.
"A live tree requires more mainte-
nance making sure the branches stay
moist. The water levels in the stand
must be jnaintained to keep the trunk
moist as well."
Other safety tips include the prop-
er placement of the tree.
"Keep all trees, live or artificial,
away from flammable equipment
and heat sources such as fireplaces,
space heaters or heat vents etc.." he
said.
"This is especially true if your
live tree is getting dried out."
Kendrick stressed the importance
of making sure the tree lights are in
good shape. "Regardless if the tree
is live or artificial, you have

Community filled with holiday events

The holiday season is in full swing
in the city with many festivities for
all to enjoy.
The Sachse Public Library will
host a Holiday Open House at 6:30
tonight.
Children of all ages are being
invited to the library to enjoy a fine
selection of holiday music, food,
games, prizes and a special holiday
story time with Santa Clause.
The Sachse Historical Society has
put together a holiday-themed dis-
play in the foyer of the library.
The display contains some
enlarged family photos, a doll and
doll carriage, iron toy soldiers, a
truck, train, baby shoes, baby stock-
ings, and the book Saclise
Remembered 1840-1940.
There will be a drawing for a
Sachse Historic 2007
Commemorative Christmas
Ornament.
Also displayed will be the Sachse
Historical Society navy blue afghans.

The Sachse Citizens Police
Academy Alumni Association is
kicking off the season with two spe-
cial tree lightings Friday night.
One tree is located outside the
Police Department and the other is in
the PD foyer. ,
After lighting the tree, attendees
can sample hot chocolate and cook-
ies in the PD foyer then join the asso-
ciation for a caroling hayride.
"The association is very excited
about this event." committee chair-
man Judith Lensch said.
"The tree will be adorned with red.
white and blue lights to highlight our
patriotism at this time."
Lensch said the tree will be deco-
rated with ornaments made by school
children and other decorations donat-
ed by CPAAA members.

Santa to arrive di city hall
Santa Clause is arriving at Sachse City Hall at 10
a.m. Saturday. Everyone attending is asked to bring a
canned good or non-perishable food item to be eligi-
ble for a prize.
The food items are donated to the Sachse Fraternal
Order of Police annual toy and food drive.
The police are accepting new, unwrapped toys,
non-perishable food items, or monetary donations to
the Sachse Police Station or city hall
SHS hosts dinner
The choirs at Sachse High School
will be presenting the annual Madrigal
Dinners on Dec. 14 and 15 at Sachse
First Methodist Church.
Tickets are S16 each and can be
obtained by calling 972-414-7450 ext.
63052. Reservations are required. The
event will feature entertainment and a
traditional Renaissance dinner.
Pet adoptions requested
City officials are asking the public to adopt a pet for
Christmas from the Sachse Animal Shelter.
There is no adoption fee, but the prospective adopter
must obtain all necessary vaccinations for the animal
and have the animal spayed or neutered.
The prospective adopter must have proper facilities to
care for the animal and must sign an affidavit stating the
animal will be cared for in a lawful and humane way.
