Collins' previous business experi-
ence includes over 20 years in the
propane industry, beginning with
Wylie Butane. That company sold
their propane distribution business
to AineriGas Propane.
Collins worked for AmeriGas for
20 years until his position was elim-
inated in 2003.
He is a past president of the Wylie
Independent School District Board
of Trustees and has served on
numerous other committees and
boards in the community.
Anita, Collins' wife, is president
of American National Bank
Sachse/Wylie and part owner of
Collins Propane. Collins is a mem-
ber of the Texas and National
Propane Gas Associations.
He was recently chosen from
3,500 member companies to serve
on the national association
Technology and Standards
Committee as well as the state
Finance and Technical and
Standards Committee.
"It is really an honor to serve on
these committees," he said.
"These committees work so hard
to improve the safety and technical
standards of the industry.
"The invaluable knowledge I've
gained will help me to better serve
our customers."
Collins said according to the
company mission statement Collins
Propane will provide propane,
which is an environmentally friend-
ly and economical source of energy.
"Propane can be used throughout
the home to heat rooms and water,
cook indoors and out, dry clothes
and heat pools and spas," Collins
said.
"For the commercial segment,
Collins Propane provides propane
primarily as a motor fuel for fork-
lifts and we are a full-service com-
pany providing products for our cus-
tomers efficiently and at a competi-
tive price."
Collins said the company offers
24-hour emergency service for out-
of-gas calls or leak repairs.
"All plumbing and appliance
repairs are performed by certified
professionals licensed by the Texas
Railroad Commission," he said.
"Our goal is to be recognized
throughout the area as the premier
provider of quality propane-related
services."
According to the Energy
Information Administration, Texans
spent an estimated $20.5 billion to
purchase propane in 2001 and
propane usage has maintained an
annual growth rate of 40 percent
over the last ten years.

mercial growth make the area an
ideal market for this type of busi-
ness. North Texas is one of Texas'
fastest growing areas, as well as one
of the more rapidly growing regions
in the United States."
Collins Propane serves Collin,
Dallas, Denton, Hunt and Rockwall
counties.
"As the population continues to
grow there will be an expansion of
commercial and industrial type
companies within the surrounding
areas," he said. "As residential
growth moves to the rural areas cus-
tom home construction will create
additional opportunities due to the
fact they use propane as a primary
source for heat."
Scott said he was thrilled when
Hill personally came by to install his
new tank. "Of course I would rec-

he said. "I am blessed and I can't

• Enable employees to be more
efficient and focus on their core mis-
sions.
• Reduce paperwork and process-
ing time in the employee's depart-
ment as well as procurement and
accounting department.
• Provide cost savings through
consolidated payments (one monthly
payment to MasterCard versus multi-
ple vendor payments).
"Responsibility for financial con-
trol and stewardship of the purchas-
ing card program rests with each
department," Dickerson said.
"The department is responsible for
ensuring that each cardholder is per
forming their purchasing duties with
competence and honesty and for
monitoring the effectiveness of the
accountability structure. Any fraudu-
lent activity is cause for immediate
suspension or termination."
Although council approved the
program, they tabled approving the
contract through the Texas Building
and Procurement Commission for the
State of Texas Procurement Card
services with JPMorgan Chase Bank.
"Council decided to table approv-
ing the contract so the city attorney
could review the contract," Dickerson
said. "There is no cost to the city to
get Into the program. "
Dickerson said there are approxi-
mately 240 public entities in the pro-
gram exclusive of the great number
of state agencies and universities.
"We discussed the core benefits to
the city for engaging in the procure-
ment card program," he said. "The
main purpose of the procurement
card program is to provide the city
with an efficient and controllable
method of making small dollar com-
modity, as well as high-volume,
repetitive purchases, services and
travel purchases."
Officials said the cards will be
used in place of petty cash, small reg-
ular purchase orders, blanket pur-
chase order* (Ml-fir 'SilK 'art1' midc
over the counter), emergency pur-
chase orders and other credit card
use.
"We discussed the efficiencies of
utilizing the procurement card which
will not only save staff time but also
effectively increase revenues from
the card rebate program," Dickerson
said. "I know of one city that realized
$1,500 in the first year and tripled
their rebate in the second year."
Some of the highlights of the state
contract are:
• There is dedicated customer serv-
ice support. Generally, with other
programs, clients are directed into a
pool of customer service representa-
tives, so callers always speak with
different personel.
• Rebates are paid to co-ops at
$125,(XX) in spend volume and at a
rate normally reserved for those that
have a minimum of $30 million to
spend or even higher. The payment
terms and payment options are very
liberal to qualify for the rebate.
• There is a dedicated account
manager. The account manager is
located in the same state, which
affords the opportunity for face-to-
face meetings.
• There is an annual user's confer-
ence offered to all entities under the
contract.
• There are no fees. Other pro-
grams may charge card fees, pro-
gramming fees and fees for their
online management tools, etc.
• There is dedicated implementa-
tion support.
• The power of the state is behind
the contract.
• The contract provides for advan-
tageous payment terms, protection
against fraud, travel insurance and
minimal rebates.
"My research indicates that the
JPMorgan Chase's procurement card
is one of the more progressive card
systems as it provides timely online
information and system reports from
a computer which significantly
improves the monitoring of purchas-
es and the efficiency and timeliness
of recording transactions," Dickerson
said. "Controls can be as tight as an
entity desires."
Dickerson said restrictions can be
placed on the use of the card such as
dollar limits per transaction, day or
month.
Merchant restrictions can also be
placed on individual employee cards,
as well as the number of authoriza-
tions per day or month.
"Wherever possible, written pro-
cedures will be established and main-
tained by the director of finance for
all functions," Dickerson said.
"These procedures will embrace the
general concepts of li seal responsi-
bility set forth in this policy state-
ment."
Mayor Mike Felix said the pur-
chase card program can be a manage-
ment tool for individual departments
as they will have readily available
reports on types of supplies pur-
chased.
"Staff told the council the online
reports will provide departments with
readily available detail." he said.
"The program will streamline work
in the financial department and the
workload would be reduced, not only
on the accounts payable person, but
all throughout the organization."
