Jeremiah said, "O Lord, I know
that the way of man is not in
himself: it is not in man that
walketh to direct his steps"
(Jeremiah 10:23).
Hp was saying that human
knowledge and wisdom are not
sufficient to give man the great
moral and eternal principles he
must have in order to walk well
pleasing to God.

More time
for teaching
Giving teachers fewer extra
chores and more time to teach,
has been suggested as a means
to relieve the shortage of quali-
fied instructors.
Texas Education Agency con-
ducted a survey on ways to make
better use of existing teachers
and school buildings. Resulting
report noted the many miscel-
laneous tasks that fall to teach-
ers—keeping up with lunch mon-
ey, football tickets and charity
drives; sponsoring athletic events
and special programs; keeping ex-
tensive records. Use of teaching
aids and secretaries was suggest-
ed to free teachers to concentrate
on class work.
In regard to building use, the
report Suggested consideration of
a longer school year, a longer
school day and greater use of
special purpose rooms such as la-
boratories, shops, homemaking
departments, etc.

BE IT RESOLVED BY THE LEG-
ISLATURE OP THE STATE OF

Section 1. That Article XI of the
Constitution of the State of Texas be

ment, and a city, town or village op-

Sec. 2. The foregoing Constitutional
Amendment shall be submitted to a
vote of the qualified electors of this
State at the General Election to be
held on the first Tuesday after the
first Monday in November, 1953, at
which election all ballots shall have
printed thereon the following:

hereby. And providing for automatio
resignation when such officers become
a candidate for election to another of-
fice and providing for election of mem-
bers of the governing body of such
municipalities and the filling of va
cancies occurring on such governing
body by special election."

XVI of the Conititution of tb State
of Texas, by adding thereto a new
aection to be known as Section 66, to
provide that the Legislature shall have
authority to provide a system of re-
tirement and disability pensions to cer-
tain retiring Texas Rangers and their
widows; stating the maximum of such
Tension; and providing a fund from
which such pensions may be paid.
BE IT RESOLVED BY THE LEG-
ISLATURE OF TBE STATE OF
TEXAS:
8ectloa 1. Article XVI of the Con-
stitution of th« Stat* <>f Texas, shall
be amended by adding thereto a new
Section 66, to read as follows:
"Section 66. The Legislature shall
have authority to provide for a system
ef retirement and disability pensions
for retiring Texas Rangers who have
not been eligible at any time for mem-
bership in the Employees Retirement
System of Texas as that retirement
system was established by Chapter 352,
Acts of the Fiftieth Legislature, Regu-
lar Session, 1(47. and who hava had
aa much aa two (2) years service aa a
Texas Ranger, and to their widows:
providing that

vided that such widow was legally mar-
ried prior to January 1, 1957, to a
Texas Ranger qualifying for such pen-

pensions for services in tha Confederate
army and navy, frontier organiiationa.

Sec. 2. The foregoing constitutional
amendment shall be aubmlttad to tha
