Reversals on Technicalities.
The Wills Point Chronicle has
a long editorial in its last issue
on the needs of a better judiciary
system in Texas and in conclud-
ing the article says:
"Some striking instances of these
technicalities were given in an Ar-
ticle by Ohas. B. Brewer in April
number of McClure's Magazine and
are worthy of reproduction, and
there are hundreds of similar cases
in the records of our Texas courts :
" 'Because the'stolen shoes were
not a pair, as charged in the in-
dictment. (The thief in his haste
had picked up two "rights.") (3rd
Ilarring, Del., p. 559.)
" 'Because one member of a firm
of three names from whom goods
had been stolen was dead, and the .
indictment had named all three.

vate a public sentiment that will
demand of the next legislature a
revision of our court proceedings
that will have in them a little
common sense and stop not only
ao much delay but also the enor-
mous expense which these delays
and reversals make upon the peo-
ple of this state. Public senti-
ment can accomplish it and there
is no question before the people
of Texas to-day of more im
portance.

The demand in the public press
f r an American navy leads the
uninformed layman to imagine
that we have less in that line than
any other first-class power, where-
as the facts are that only England
outranks us, with Germany close
behind us. The bill that recently
passed the lower house for the
building of two mammoth war
vessels yearly may come back
from the Senate in an amended
form, cutting down the number
just half; but even one a year
for several years will make En-
gland look to her laurels and
either go into the building line
herself or be relegated to second
place when the war gods make
up their reports.
Already there are in our ship
yards two warships, the Arkan-
sas and the Wyoming, each in
the 26,000-ton list. When these
are launched there will be noth-
ing afloat in the navies of the
whole world that will surpass
them for construction, plans, ca-
pacity or equipment. So far as
strength and power go, they are
in themselves a navy. But the
length of our coast lines and the
distances they lie apart, together
with our far-off dependencies,
make numoers as well as individ-
ual strength necessary. If we
are going to hold the Philippines,
it will be from the decks of our
warships. If we are going to
continue Hawaii as Ameiican
territory it must be by the guns
that sweep the seas. To-day we
are on friendly terms with Eu-
rope and the Far East, but. na-
tional feelings are easily hurt and
diplomacy has many falterings.
No dawn of a peace perpetual is
upon the crest of the hills; the
world is always an armed
neutrality, and the nation with
the strongest navy and best drill-
ed armies sleeps the soundast and
laughs the surest.
That is why we want a greater
navy, one that the Pacific as well
as the Atlantic and the Caribbean
sea may be under the dominance
of our big guns.—Commercial

Girl of It) Years a Mother.
Chicago, 111., April 15.—Offi-
cials of the Juvenile Court have
begun an investigation of the
case of Annie Epps, 10 years old,
who gave birth to a girl baby at
the county hospital several days
ago.
It was reported that the young
mother and child were doing well.
"The young mother's age has
been investigated and it hae been
shown absolutely that she is just
10 years old," said a physician at
the hospital.
"She is one of the youngest
mothers known in this part of the
world."

Transportation
In discussing the cost of transpor-
tation the Texas Commercial Secre-
taries' Association says that, as a
rule, the producer pays the freight to
the factory or market and the con-
sumer pays the freight from the fac-
tory to the point of consumption.
Texas has comparatively few factories,
and the cost of transportation is,
therefore, of paramount importance in
fixing the value of our articles of pro-
duction and consumption. We have
four methods of transportation, viz.:
Public Highways, Railroads, Water-
ways and Pipe Lines.
Public Highways.
We have 121,500 miles of public
highways in Texas with only 2,000
miles classed as improved public
I roads. The average cost of hauling
freight over the public highways of
Texas is 43 cents per ton per mile.

An editor got a cattle show and
a concert mixed in making up,
and now has to keep in the dark.
This is the way he did it: "The
concert given by Robinson's most
beautiful young ladies was highly
appreciated. They sang in the
most charming manner, winning
the plaudits of the entire audi-

43 Cents Per Ton Per Mile.
The average cost of hauling freight
over the public roads of the .United
States is 23 cents per ton per mile. As
a producer the farmer gets the same
price for his products whether hauled
over good roads or bad roads, and
as a consumer the farmer pays the
same price for merchandise whether
he hauls it over good roads or bad
roads. The farmer receives the bene-
fits of good roads, but pays the penalty
of bad roads.
The Texas farmer in 1908 raised
8,000,000 tons of products. It cost ap-
proximately $17,000,000 to haul these
products to town. By improving our
public highways to the government
average we can reduce the cost of
transportation one-half and save
$8,000,000 per annum.
Mud Road Tax $8,000,000 Per Annum.
The Texas farmer pays in State and
county taxes, all purposes, $7,000,000
per annum, which is a million dollars
less than the bad roads tax. The
money paid to support of government
continues to circulate; it is not de-
stroyed. But the tax levied by the
mud hole is lost as completely as if
it were destroyed by fire.
Fire Losses $4,000,000.
The fires of Texas last year burned
$4,000,000 worth of property while the
bad roads loss was $8,000,000.
Bad roads cause an unnecessary and
useless waste of time and money, in-
crease illiteracy, destroy society and
encourage profanity in the community.

H. C. Willis and J. W. Ashley
were in Honey Grove last week
where they closed a deal for a
fine tract of land near that place.
