Chicago Daily News: Recent
developements in the stock mar-
ket have puzzled many persons.
"Million share" days have re-
turned. There has been, in
short, what one banker calls "a
tremendous buying movement."
Apprehension lest the "pace is
top swift" has been expressed in
various ways, and there are de-
mands upon strong financial in-
terests to check the present trend
in order that a serious reaction
may be prevented.
More than one explanation of
this upward movement has been
given. Some have said that
"Wall Street is a keen military
critic," and that it is announc-
ing in its own way its confidence
in German failure on the western
front and in the ultimate victory
of the allies. This theory has
not wholly commended itself to
experienced men of atFuirs. A
I more reasonable explanation is
advanced by a Chicago banker,
who was recently quoted in the
financial columns of the Daily
[ News.
The extraordinary improve-
ment in the stock market, accord-
ing to this capable observer, is
due chiefly to the multiplying
signs of a changed attitude at
Washington toward big men and
big corporations. Wealthy indi-
viduals are now buying liberally
because they face the future
with increased confidence. The
Government, they see, has at
last recognized the necessity of
summoning men of proved ca-
pacity to attack big tasks, of
employing the brain and organ-
izing genius of the country in

arm length, it has put them in
charge of important activities
and clothed them with power to
go ahead and get results. This

The Government has dropped
futile and ill-timed prosecutions
of corporations that are now do-
ing their utmost to serve the
country, and has taken a step
which would have seemed im-
possible at one time namely,
that of asking the United states
Steel Corporation to build and
equip, without profit, a gun-mak-
ing plant for the use of the War
Department. Such develope-
ments are regarded as sympto-
matic and therefore highly re-
assuring-
It is to be hoped that Washing-
ton will preserve in the policy
that has so heartened men of
alFairs, and that other experts
in quantity production will be
invited to take responsible posi-
tions calling for lirst-rate ability,
energy and initiative.

Good Business Vs.
Poor Government

There are many j eople who
believe that public oflice is a
private snap; and the only use
they have for government is to
furnish jobs for their friends.
There are. on the other hand,
many people who know that the
welfare of the Nation is bound
up in the question of good
government; and that the Nation
cannot long endure that entrusts
its governing functions to the
inefficient and the corrupt.
The Constitution of the State
of New Mexico contains these
provisions:
Article V. Section 1. State
Officers Ineligibility. Such of-
ficiers shall, after having served
two consecutive terms, be ineligi-
ble to hold any State ollice for two
years thereafter.
Article X. Section 2. County
Otliicers Ineligibility. All coun-
ty otliccrs shall be elected for a
term of two years, and after
having served two consecutive
terms, shall be ineligible to hold \
any county office for two years
thereafter.
The New Mexico Tax Review,
published by the Taxpayers' As-
sociation of that state, comments
on these laws in this way.
Suppose, just sup!>ose, a great
railway system should adopt the
following by-law:
All officers, stationmen and
trainedmen shall be elected by

I term of two years, shall be re-
moved only after a court trial
upon proof of gross dishonesty or
negligence, and after serving
