History Month With An Arousing Program
Jefferson Davir. Middle
School held a Black
History Program, Tuesday,
Feb. 19, in observance of
Black History Month. The
program theme was "Black
History in America--Our
Roots Are In The Church."
The Davis Middle School
Black History Choir's
performances were
inspirational and
captivating. The spiritual
Jubilee singers made a
guest appearance on the
program. The featured
speaker was Rev. Barbara
Miller, pastor of East St.
Paul UMC. She gave a
dynamic message to the
students entitled "You
Have A Choice."

Choir was directed by a
volunteer, Ms. Brendela
Leslie and accompanied on
piano by one of our proud

by Governor Bill Clements.

Guion S. Bluford, Jr.
The first African-American astronaut
in space when he served as a mission
specialiston the space shuttle in 1983.
Bluford graduated from Penn State
University as a distinguished Air
Force ROTC graduate and holds the
rank of colonel. He served in
Vietnam where he flew 144 combat
missions. Col. Bluford is training to
fly on another space shuttle mission
in 1991.
Jesse Jackson
The Rev. Jesse Jackson made history
by becoming the first African-
American with enough support to be
considered for the Democratic
Party's presidential nomination.
Rev. Jackson has been a key player
in the Civil Rights movement and is
the founder of Operation PUSH.
Thurgood Marshall
On Oct 12,1967,Thurgood Marshall
became the first African-American
to sit on the highest court in the land,
the United States Supreme Court.
Before becoming a Supreme Court
justice, Marshall was the chief

Dr. Frank Bryant, Jr. became the
first African-American to be
appointed as chairman of the Texas
Blacks in the Army
In the Army, Blacks comprise 29% of the total force, 11.2%
of Army officers, 9.7% of Warrant Officers, and 32.1 % of
Enlisted men and women.
Between 1961 and 1966, Blacks comprised about 11% of
the population and accounted for one of five combat deaths
in the army.
In 1989,62% of Blacks reenlisted after their first tour of
duty compared to 38% for Whites and 48% for Hispanics.

Redistricting
Every ten years, the Texas legislature
must redraw the boundaries of the
voting districts from which we elect
our state and federal legislators,
judges, and representatives to the
State Board of Education.
This process of redistricting
guarantees that each of us is
represented fairly in government by
distributing a roughly equal number
of citizens in each district Having
each of our votes count equally is the
most fundamental element of
political equality.
The fairness of the redistricting
process depends, in large part, on the
fairness of the federal Census count.
If Census figures undercount a
population group, that group will be
under represented in government.
Census authorities admit that the
Census has a strong tendency to
undercount minorities. This is one
reason why minorities are under
represented in political offices.
Inaccurate census figures hurt in other
ways, too.The projected undercount
for the state of Texas could translate
into a revenue loss of hundreds of
millions of dollars over the next ten
years. This loss will be felt
throughout the community, but will
impact most negatively those least
able to afford it.
Unlike other legislative issues such
as taxation and education, the results
of redistricting are not immediately
evident to voters unless they spend
hours in front of a map with the
Census data. Because most voters
have no time for this luxury....and
because they are so profoundly
affected by redistricting....I will be
especially active in the redistricting
process to insure that all Texans are
counted and treated fairly.
Rodney Ellis, aDemocrat, represents
State Senate District 13 which is
South Central Harris County and a
portion of Ft. Bend County. He
serves on the Senate Subcommittee
on Redistricting.
