QUESTION: My father has no
Income of his own, and I've been
trying to get him to file for
SSI payments since he was 65
wveral months ago. He's finally
agreed to apply. It he'a eli-
gible, will he get payments back
to the month he reached 65?
ANSWER: No. SSI payments
cannot be made for any months
before an application is filed.
An application la effective only
for the month It la filed and
later months. If your father
thlnka he 1s eligible for SSI,
he should apply Immediately
at any social security office.
QUESTION: How do you de-
termine how much SSI a per-
son gets? My monthly expenses
are more than a friend of mine,
but he gets more SSI than I do.
ANSWER: The amount of an
SSI check dependa on how much
other Income you have, your
living arrangements, and other
circumatances that affect your
financial needs. Your monthly
expenses do not determine the
amount of your check.
QUESTION: I get SSI checks
and work part time, but now
plan to work full time. Howwlll
this affect mv payments?
ANSWER: Any change of In-
come may affect the amount of
the supplemental security In-
come (SSI) payment. Youshould
report the change to your social
security office so that an ad-
justment can be made.

Speech Construction
The public speech Is con-
structed differently, depending
upon whether the purpose is
to entertain, to inform, to con-
vince, to actuate, or to stimu-
late.
A debate requires a series
of speeches to convince. It is a
duel between two, four, or six
antagonists. The weapons are
facts and logic, an marshalled
as to be overwhelming. The first
speaker usually defines the con-
ditions, exclude the Irrelevant
and indicates tlie areas of
agreement or disagreement. It
is within the areas of disa-
greement that the debate oc-
curs.
It Is best to state the op-
posing points so they can be
answered "y s" or "no", af-
firmative or negative.
Debating Is a gentlemen'*
fight. Having laid down the con-
ditions and chosen the weapons,
the speakers should not depart
from them---unless bricks ori-
ginally were the chosen wea-
pons.
If your opponent presents an
Incontrovertible fact, admit It;
then cut the ground from under
It with the argument that It is
unimportant or Irrelevant or
wrongly applied. Try and make
It appear that your opponent
is wrong.

Remember four vital pieces
of Information when making an
emergency telephone call —
yelling "help" Is not enough,
says the Texas Agricultural Ex-
tension Service.
(1) Tell where the emergency
occurred. Give the street num-
ber, the street name and the
house or apartment number.
Then, repeat the Information.
(2) State what happened --a
fire, serious bleeding, a heart
attack, an accidental poisoning
or a drug overdose.
(3) Identify the caller as this
Is Important, especially when
an emergency Is not ob-
vious to an outsider.
A neighbor asked for direc-
tions will recognize a name
more readily than ahouse num-
ber.
(4) Tell what kind of help Is
needed — for example, a fire
truck, an ambulance or the
police.
Also prepare for an emer-
gency -- have Important tele-
phone numbers posted near the
telepohne: such as, fire depart-
ment, police department, local
polso n control center, office
and home numbers of the family
doctor, a hospital, ambulance
service, drug store and one or
two reliable neighbors.
In addition, make sure that
everyone In the family --

ters — know how to give vital
emergency Information quickly
and clearly.
