Lola Mary Jones, 94
Budget increase set for sheriff's office
Lola Mary Jones, 94, of
Smithville, died Monday, March
7, 1994.
She was born February 1,
1900 in Bastrop to Jasper and
Lola Mary Hoskins Jerrells.
She was a longtime member
of the Order of Eastern Star #
39- Smithville and a long time
member of the First Baptist,
Church.
Survivors include two nieces,
Pearlie Mae Berry of El Paso
and Doris Jones of Smithville; a
nephew, Sam Jones of Bastrop;
and a sister-in-law, Geneva Jer-
rells of Bastrop.
Funeral services were held
Wednesday' March 9 at 2 p.m.
at Marrs-Jones Funeral Home.
Burial followed in Oak Hill
Cemetery. Reverend Walton
Strickland officiated.
Pallbearers were William
Breeden, Buddy Canada, Dr.
J.D. McBee, Larry Jackson,
Bobby Kellar and L.C. Rames.
Joseph Coy Juarez, 53-
Joseph Coy Juarez, 53, of
Bastrop, died Monday, March 9,
1994.
He was born September 24,
1940 in Bastrop to Pete Juarez
and Inez Coy Juarez. He was
formerly employed as a truck
driver in the Bastrop area.
Survivors include his wife,
Blanca Juarez of Bastrop; four
brothers, Pete C. Juarez Jr.,
Benny Juarez, David Juarez and
Albert Juarez all of Bastrop;
three sisters, Jessie Meuth of
Giddings, Mary Cisneros of
Booker and Inez Villalobos df
El Paso; and other relatives and
friends.
Funeral services were held at
2 p.m. Friday, March 11 at the
graveside in Alta Vista Ceme-
tery under the direction of
Marrs-Jones-Newby Funeral
Home.
Simon Karol, 56
Simon Karol, 56, of Bastrop,
died Tuesday, March 8,1994.
He was born January 29,
1938 in Minsk, Russia to Niko-
dem Karol and Hilda Mallory
Karol. He was a heavy equip-
ment operator and operated a
construction and demolition
company in Bastrop for a num-
ber of years.
Survivors include his wife,
Gerda Karol of Bastrop; a son
and daughter-in-law, Simon
Joe "Hosstail" Small, Sr.
Joe Austell "Hosstail" Small
Sr., 79, of Austin, outdoorsman,
writer and publisher of hunting
and fishing and Western Ameri-
cana magazines, died Wednes-
day, March 9, 1994, following a
lengthy illness.
He was born near Chriesman,
Burleson County on March 18,
1914 to Joe Willis Small and
Laura Watson Hairston Small.
At the age of 12, Joe's ambi-
tion was to be a writer, and
when he was 15, he sold his first
article to a national magazine.
He then decided he would also
be a publisher of magazines. He
attended Midway School near
Chriesman and graduated from
Caldwell High School in 1932.
For several years, he was a
caseworker for the Texas Relief
Commission.
Joe attended the University
of Texas briefly. During this pe-
riod of time he taught Dr. De-
Witt Reddick's journalism class
several times when Dr. Reddick
was out of town. As a freshman,
he dropped out of the University
to begin publication of his first
magazine, Southern Sportsman.
He married Elizabeth Berry
on November 25, 1936. He
continued writing magazine ar-
ticles until he entered the U.S.
Army in 1945. Joe sold his first
article to Reader's Digest in
1946. By then he had saved
enough money to resume pub-
lishing Western Sportsman
magazine. His first office was
the master bedroom of his home
at 3303 Bridle Path. In 1953, he
moved his office to 709 West
19th Street, where he published

When commissioners meet
Monday they will be asked to
approve higher spending levels
for the Bastrop County Sheriffs
Department based on actual fine
and jail revenue for the first five
months of the budget year.
Based on a prior agreement
with Sheriff Fred Hoskins and
calculations by County Auditor
Jim Wither, the department
budget should rise from the cur-
rently authorized $1.36 million
this year to just over $1.55 mil-
lion, an increase of $189,000.
The increase is entirely
funded by traffic fines and jail
bed rentals above initial budget
estimates, said Hoskins.
Up to half the increase can be
spent to hire more staff.
Friday the sheriff said he has
not completely settled on how
he will spend the money.
The department has signifi-
cant personnel needs, however,
especially for dispatchers and
law enforcement personnel, said
Hoskins.
The department is already
slated to buy replacements for
five high-mileage patrol cars,
but the sheriff said he may opt
to buy two more with the new
money.
Other spending still under
consideration include some jail
repairs and maintenance materi-
als, he said.

two grandchildren, Madelyn and
Emily Karol of Austin; his fa-
ther-in-law, Willie Trefeer of
Germany; and a number of
aunts, uncles and other relatives
and friends.
Funeral services were held at
10 a.m. Thursday, March 10,
1994 at Marrs-Jones-Newby
Funeral Home. Burial followed
in the Upper Cedar Creek
Cemetery at Cedar Creek.

Norwood Estate in South
Austin, 1012 Edgecliff Terrace.
His office force, visitors and
friends enjoyed the beauty of
this property until his retirement
in 1983. In 1986, Joe and Eliza-
beth retired to Westminster
Manor.
Among Joe's closest friends
were the late Fred Gipson, J.
Frank Dobie, Dr. Walter
Prescott Webb, Cactus Pryor
and Reverend John Barclay.
Survivors include his wife of
57 years, Elizabeth; sons,
Robert Earl Small of Austin, Joe
Austell Small Jr. of Dripping
Springs and James "Jim" Ed-
ward Small of Bastrop; grand-
sons, Robert Andrew "Andy"
Small and John Joseph Small,
both of Austin; and grand-
daughter, Michelle Small John-
son of Temple.
Memorial services will be
held at 11 a.m. Saturday, March
12 in Central Christian Church
in Austin with Dr. Fabaus
Landry and Dr. James L. Stoner
officiating. Cactus Pryor will
give the eulogy.
In lieu of flowers, memorial
contributions may be made to
tiie Central Christian Church or
to a favorite charity.
City Manager's Corner
Dear Citizens of Bastrop,
The City Counciil will hold a special City Council meeting on March
15, 1994, at 7:30 P.M. in the City Council Chambers located at 904
Main Street. Currently, the City Council is dealing with many issues
and holding this special meeting will allow the Council the opportunity
to deal with some of these issues.
The following items will be presented Tuesday evening, March 15,
1994, for possible action.
Item 1.: Call to Order:
Item 2.: Public Hearing. 2nd Required Hearing on a Annexation hv
Petition of Owners Marie Hasler. McLeod Robert E. Jenkins and the
Aenes Hasler Trust fora 39.869 AcreTracton Highway 71 West: This
39.869 acre tract is located on the south side of Highway 71 between
McDonald's and the Diamond Shamrock facility. Slate law requires
that when a city has approved a petition for annexation of a parcel of
property, it must hold two (2) public hearings. This is the second
required public hearing. The purpose of the public hearing is to receive
public input on the proposed anexalion and to present the municipal
service plan. The municipal service plan outlines how the City will
provide municipal services to the area.
Item 3.: Discussion and Possible Action on Re-Scheduling the Regular
Citv Council Meeting of March 22. 1994 to March 29. 1994: A
scheduling conflict has arisen for me concerning the regular City
Council meeting of March 22,1994.1 am asking that the City Council
re-schedule the regular City Council meeting of March 22, 1994 to
March 29, 1994. By City ordinance, changing the date of the regular
City Council meeting requires City Council action.
Item 4.: Discussion and Possible Action on a Request from Tommy and
Judi Hoover to Move In Another Building on Their Property Behind
Alley B in Accordance with the Written Agreement Dated October 5.
1993: Tommy and Judi Hoover are in the process of preparing a
subdivision plat for their property behind Alley B. Alley B runs from
Chestnut Street to the north side of Victoria Bank and Trust then cast
and exits onto Main Street. The agreement outlines the framework of
the subdivision process and allows Tommy and Judi Hoover to begin
development on the property prior to the subdivision plan approval.
Mr. Hoover is making a request to move an additional structure onto the
property.
Item 5.: Request bv Mr. Frank Wise to Address the Citv Council
Concerning the Colorado River Water Main Crossing Project: Mr.
Frank Wise of 1007 Hill Street has requested an opportunity to address
the City Council about the Colorado River water main crossing project.
Item 6.: Discussion and Possible Action on Annroval of a Resolution
Authorizing the Citv Manager to Purchase Materials and Services to
Construct a Water Line Across the Colorado River in Accordance with
Provision of 252.022 (2) of the Local Government Code Permitting a
Procurement Necessary to Protect the Health and Safety of the Citizens
of Bastron Without the Necessity of Going Through the Competitive
Bidding Process: A meeting was held on March 9,1994, with officials
of L.C.R.A. to review the proposed Colorado River water main
crossing project as approved by the City Council on March 8,1994. At
the meeting, L.C.R.A. advised the City that beginning April 1,1994,
they would begin raising the water level of the Colorado River to meet
the irrigation requirements of rice farmers downstream. The increased
water level of the river would not be taken back to its current level until
late 1994. The raised level of the river would add a substantial cost to
this project. In order to meet increased water demands west of the
Colorado beginning in August, 1994, action must be taken now. I am
asking that the City Council respond to this situation by authorizing me
to take immediate action to install a sixteen (16) inch water main across
the Colorado River by April 1,1994. This April 1,1994 timeframe will
not allow theCity sufficient time to go through the competitive bidding
process. The Texas Local Codes allow for this type of action if the City
Council finds that the benefits to the City outweigh going through the
competitive bid process. The only portion of the project that will not go
through the bid process is the river crossing portion. All other aspects
of the project will go through the normal bid process.
Item 7.: Discussion and Possible Action on an Ordinance of the Citv of
Bastrop. Texas. Amending Section 11 of Chanter 6 of the Code of
Ordinances of the Citv of Bastrop. Texas, in its Entirety. Providing
Definitions of Junked. Inoperable and Abandoned Vehicles: Declaring
Junked. Inoperable, and Abandoned Vehicles to be a Public Nuisance:
Providing Procedures for the Abatement and Removal of Junked and

Abandoned Vehicles: The City Council will be presented with an
amended ordinance addressing junk vehicles. The purpose of this
ordinance is to update the current City ordinance in accordance with the
local government code. This ordinance provides for the definition of
abandoned, inoperable or junked vehicles. It outlines what procedures
that staff will take in dealing with junk vehicles. Once the ordinance
becomes effective, the staff will be taking aggressive action in dealing
with the junk vehicles.

Providing for Abatement Procedures and Notice to Owner or Person
Having Control of the Real Property: Providing for Work to he Done hv

Council: Providing for the Imposition of a Privileged l ien: The City
Council will be presented with an amended ordinance concerning the
elimination of weeds, rubbish, junk, refuse and other nuisances. The
purpose of the ordinance is to update the City ordinance in accordance
with the local government code. The ordinance provides definitions of
weeds, rubbish, junk, refuse and other nusiances. The ordinance out-
lines what procedures the staff must follow in dealing with violations of
the definitions and provides for an appeal process. Once the ordinance
becomes effective, the staff will be taking aggressive action on viola-
tions of this ordinance.
Cities in Texas, by State law, are allowed to go into closed session for
specific purposes. Generally, those areas are pending/potential litiga-
tion, personnel matters and the purchase/sale of property. The Council
will be going into executive session on Tuesday evening concerning
property matters. - - \
